D -- INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH INFORMATION HANDLING SERVICE Notice of intent to negotiate a sole source contract utilizing Simplified Acquisition procedures under the authority of FAR Part 13 with Information Handling Services, 15 Inverness Way East, Englewood, Colorado, 80112-5704. The client is the Naval Aviation Depot, North Island (NADEP NORIS). This sole source procurement is for an on-line logistics database, HAYSTACK(R) for Windows Online. Unlimited access to the information handling on-line must include; APL Windows Newtwork; Fedsup, TechChar, Sup DB Ntwk; Windows Online w/o GSA,QPL and Dodiss. On-line logistics database must be able to independently search all databases by combining search fields; including searching by Acquisition Advice Code or COG or by any portion of a part number; range searching must be available for Technical Characteristic searching and able to select an INC code or Approved Item Name; able to link vendor information to current Dun and Bradstreet data; able to effectively search by item name or company name, support any usage tracking and provide an output to ROMIS or ICAPS and effectively search by APL Nomenclature. The commercial product must be an online research tool designed to meet the needs of logisticians and parts researchers. The databases must include: the FLIS (formerly TIR, MCRL 1, 2,& 3, ML-C), H2, H6 MOE Rules, H4-H8 (CAGE)including a linkage to Dunn and Bradstreet information, DO43/DO43 X-File, complete historical Procurement History from Army, Navy, Air Force, Marine Corps and DLA Inventory Control Points, LIRSH, DODAAF, SPCC CRF, MRIL, AMDF, SB700-20, HMDF, P2300, P2310, P2330, P2002, MIAPL, NICN/NIIN, Technical Characteristics data (V-Segment of FILDR), APL, AEL and Military Specification Indexes with complete historical Milspec references, with easy to use search screens. The proposed action is for supplies and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. This notice is not a request for competitive quotes but responses received on or before September 17, 1999, 12:00 pm PST will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer.
