This notice is being modified to serve as a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number M67861-99-R-0001 applies and is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The standard industrial code is 8322 and the business size standard is $5M per year. This requirement is for a fixed price contract for one line item as follows. Line item 0001: 12 month training support of Key Volunteer Network. Description of Requirements: 1. BACKGROUND: The Marine Forces Reserve, New Orleans, LA is soliciting for a Key Volunteer Network (KVN) Trainer. The KVN Trainer will submit deliverables to a Contracting Officer's Representative (COR). This individual is also the Marine Corps Family Team Building Family Readiness Support Officer (MCFTB FRSO) within Marine Corps Community Services, Marine Forces Reserve. Tasks to be completed by the KVN Trainer during the term of this contract are: a) develop, plan and conduct Key Volunteer Training Courses. Training course(s) content must be consistent with the USMC KVN Training Manuals and current DoD or DoN Orders; b) provide specific advice to the COR that will facilitate the exchange of information about Key Volunteer Network training events; d) submit recommendations to the COR that serve to ensure the effective and efficient delivery of all Marine Forces Reserve personal and family readiness training and programs. 2. DELIVERABLES: The Contractor shall provide: a) the necessary training services (as detailed in a proposal) to Marine Forces Reserve audiences in accordance with the highest standards of Marine Corps Community Services Family Readiness programs; b) develop, publicize, and support a KVN training schedule that will meet the specific needs of requesting units; c) schedule, plan, organize, publicize, and execute KVN training graduation ceremonies and installation annual Key Volunteer Coordinators (KVC) appreciation activities; d) submit monthly KVN training evaluations to the COR; e) provide to and collect from the KVCs daily class evaluations, review the evaluations and present them to the COR along with recommendations for adjustments/improvements to the course if necessary; f) in coordination with the COR, maintain a current roster of all KV Advisors, KVCs, Family Readiness Officers (FROs), and records of all KVN training graduates; g) be accessible to provide advice to the COR with questions about all training, educational and support services for the KVN; h) maintain samples of various family readiness newsletters, skits, etc., developed by or appropriate for the commands to provide to their families; h) be responsible for the KVN Training video and Family Readiness video, ensuring that they are current and available upon request; i) convene and facilitate periodic (no less than quarterly) KVN Coordinators informational meetings; j) contact each KVC at least once every six months to inquire about each Major Subordinate Command's family readiness program. Submit a report of the contacts to the COR monthly; k) provide a point of contact for the KVN reimbursement program (e.g. reimbursement for travel, parking, phone calls, tolls, child care) ensuring all KVs entitled to reimbursement for duties involved with service are expeditiously reimbursed for their expenses; l) initiate contact with incoming Commanders/Sergeants Major and provide a brief outlining services in support of the Commander's KVN; m) provide KVN briefs to requesting units and organizations; n) assist the COR with the organization of pre/post deployment briefs; o) serve as an advisor for the KVN on the Marine Forces Reserve Family Readiness Council; and, p) be responsible for maintaining the inventory and the distribution of all publications, training manuals, guides, videos, and other materials that support the KVN and Family Readiness program 3. PERFORMANCE STANDARDS: a) complete tasks a-p as outlined above; b) contractor performance will also comply with requirements contained in Marine Corps Order 1754.2A, Marine Forces Reserve Order 1754.2A, NAVMCs 2917-2920 (Key Volunteer Network Guides), and other current DoD/DoN directives; c) contractor shall provide the deliverables at designated due dates or agreed to intervals based upon the recommendations of the contractor and the agreement of the COR. 4. PERFORMANCE MEASUREMENT: a) participant survey on value of training and effectiveness of trainer; b) COR survey of Commanders, FROs, and KVN Coordinators to evaluate the effectiveness of the KVs as a result of their training; c) the KVN Trainer shall submit to the COR quarterly reports including number of training sessions scheduled, number of people attending, number of people completing, and participants' surveys on value of training and effectiveness of trainer; d) COR's assessment of KVN Trainer's ability to accomplish tasks a-q as outlined above. 5. DATE AND PLACE OF DELIVERY: Contractor to begin service 15 days after award of the contract at the Marine Forces Reserve Headquarters, New Orleans, Louisiana. 6. FEDERAL PROVISIONS: The provisions of FAR 52.212-2, Instructions to Offerors -- Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (d), product samples -- delete in its entirety. 7. EVALUATION FACTORS: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: a) Adequate personnel. Sufficient proposed manpower to accomplish all requirements in a timely and professional manner; b) Education. Completion of a four year undergraduate degree from an accredited college/university; c) Military knowledge and/or experience. Familiarization with the U.S. Marine Corps to include mission, organization, customs, and courtesies. Demonstrated ability to work with military personnel throughout the rank structure, civilian volunteers, and counterparts from sister organizations; d) Family Readiness Background. Experience working family readiness issues and programs; history in social work or experience as a volunteer in family support networks; d) Management ability. Proven ability to develop long range plans, organize and execute training sessions, and prepare training after-action reports; e) Computer Knowlege. Competency with computers and, at a minimum, Windows, Lotus, and Microsoft software applications. f) Communication. Comfortable with public speaking/classroom instruction. Written command of the English language. 8. REQUIRED WITH OFFERS: Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with offers. 9. COMMERCIAL ITEMS: The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquistion. Addendum to FAR 52.212-4: Paragraph (j), risk of loss -- delete in its entirety. 10. ADMINISTRATIVE INFORMATION: a) location of performance: Because of proximity to COR and Government Furnished Equipment (computers, software), most tasks to be accomplished at Headquarters, Marine Forces Reserve (Marine Corps Community Services), New Orleans, LA; c) Reports: computer generated, professional quality, due in accordance to the Statement of Work. d) government furnished property/facilities: office space and all support equipment (e.g. phone, fax, office supplies), to include a computer, will be provided; e) Privacy Act and confidentiality of records: maintenance of training files, logs, and records shall be in accordance with current Marine Corps Orders and other pertinent directives. The provisions at FAR 52.212-1 Instructions to Offerors-Commercial Items is applicable. Addendum to FAR 52.212-1: Paragraph (d), product samples -- delete in its entirety. Paragraph (g) Contract award (not applicable to invitation for bids) -- delete in its entirety, and substitute "Award. The Government plans to award a single contract resulting from this solicitation." Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offerors Representation and Certifications-Commercial Items; DFARS 252.212-7000 Offeror Representation and Certifications-Commercial Items.
