Phila. intends to solicit for the development and delivery of Professional Development Training courses (PDTCs) for Navy Chaplains. The contractor shall provide 11 PDTCs annually, at various CONUS and OCONUS locations. Tasking shall include but not be limited to the development of a PDTC for Navy Chaplains, the conduct of a curriculum planning conference, the delivery of courses involving daily themes, lectures and group exercises, and the provision of a student handbook. The contractor shall be responsible for implementation of the training courses as well. A Firm Fixed Price type contract is anticipated, with a separate contract line item for travel, which shall be of cost type on a not to exceed amount. The contract shall consist of a base year consisting of 12 months, with 1 (one) year option. Performance shall commence in January of 2000. The Request for Proposals may require the submission of technical proposals, and may include a requirement for a cost/price proposal as well. This acquisition is set aside 100% for small business firms who qualify under SIC code 8299 with a size standard of $5M.
