Synopsis/Solicitation: This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and the written solicitation will not be issued.
(FA255000Q0048) is issued as a Request for Quote (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-13. The Standard
Industrial Classification Number is 7381 and the Business Size Standard
is $9.0M. The proposed purchase order is reserved for small business.
NON PERSONAL SERVICES: The contractor shall provide all necessary
transportation lodging, materials, supplies, and incidentals to provide
one search dog with handler three times each week, four hours per
session, scheduled at the customer_s discretion. The contract will be
established to allow flexibility in scheduling random inspections.
Inspections will be scheduled randomly 24 hours a day, 7 days a week,
including holidays. Additional contingency support may be required for
up to 44 additional four sessions per year. Period of performance: 01
Oct 99-31Sep 00. The contractor will be required to have animals
trained in detecting the following explosives: C-4, Smokeless powder,
ammonia and nitroglycerin dynamites, TNT, water gel (tovex), detonation
cord (PETN), sodium and potassium chlorates. Additionally, the animal
must be able to demonstrate proficiency in detecting these scents in
the presence of 21 SOPS/SF. The animals will be expected to locate
actual and possible devices in and around the various areas of Onizuka
Air Station. This includes but is not limited to all internal building
areas, external parking areas, the perimeter of the base, the garage,
all exterior buildings located on the base itself, all Onizuka Air
Station annexes located at Moffett Federal Air Field, and randomly
inspect vehicles. The selected company will provide all necessary
transportation, training aids, and all supplies to provide one
explosive detector dog with handler for the specified time period. The
contractor and dog handler will be required to: (1) be familiar with
the USAF Physical Security Program and the security requirements for
priority A, B, and C resources, as defined in AFI 31-101. (2) Be
familiar with DoD terrorist threat conditions (threatcons) as defined
in DoD 0-2000.12-H, in particular those THREATCONS in which the use of
explosive detector dogs would be most applicable. (3) Be familiar with
USAF Security Forces organizational structure and concept of
operations. The contractor must exercise prudent judgement in
restraining dogs and ensuring public safety. The period of performance
will be 01 Oct 99 through 30 Sep 00. The provision at 52.212-1,
Instructions to offerors Commercial Items, applies to this acquisition
in accordance with the SOW. The provisions at 52.212-2 Evaluation
Commercial Items applies to this acquisition with the blanks filled in
as follows: Summary of Services Proposed. Has the offeror demonstrated
in their own words there is an understanding of the requirements of the
SOW? Has the offeror provided enough documentation to demonstrate the
capability of supplying the services specified in the SOW? Does the
offeror(s) proposal explain in sufficient detail how they will perform
the service? Has the offeror addressed the issue of how they will
oversee and manage the contract to ensure the statement of work is met?
Offerors shall include a completed copy of the provision at FAR
52.212-3, Offeror Representation and Certifications-Commercial Items
with its offer. The clause Contract Terms and Conditions-Commercial
Items applies to this acquisition. No addenda apply. FAR 52.232-33,
Mandatory Information for Electronic Funds Transfer Payment applies to
this quote. DFARS 252.204-7004 Required Central Contractor
