INSHORE BOAT UNIT PATROL BOAT -- The Naval Sea Systems Command seeks
information from manufacturers and dealers of commercial boats
currently in service, prototyped or already designed for potential
future procurements. Companies with heavy-duty commercial boats,
capable of modification and meeting the characteristics below are
encouraged to respond. Aluminum hull construction is required. A crew
of five will operate the boat. Primary mission is Naval Coastal Warfare
Operations at speeds in excess of 35 knots in calm water with full
fuel, and five crew. The craft will be utilized inshore and offshore
for harbor security sweeps, coastal patrols, interdiction and boarding
of contacts, and ferrying personnel. Range at full load is to be
approximately 210 nautical miles minimum. A soft, dry ride is required.
The boat must provide a high degree of durability, stability, ease of
operation, and maximum safety under adverse conditions and during
alongside ship operations(sheer protection) in a seaway. The boat must
have a built in flotation system to keep a fully loaded, swamped boat
afloat, level and upright, with no less than 150 millimeters (six
inches) freeboard remaining. Integral hoist fittings and a single point
lifting sling, capable of lifting the craft at its maximum hoisting
weight is necessary to handle and store the boat at shore activities.
Spreader bars or strongbacks cannot be incorporated into the lifting
system. Height, breadth, weight of craft on trailer must accommodate
loading into a C-130 aircraft (height=102 inches, length=480 inches,
width=107 inches). The maximum gross weight of the boat in hoisting
condition plus trailer must not exceed 15,000 pounds. The boat must
have a self-bailing crew cockpit, and protection for the crew from the
elements. Crew compartments (cabins) must be enclosed. Cabin or
components extending beyond the C-130 aircraft-loading envelope are
acceptable provided they can be made readily removable. The boat must
be powered by twin diesel engines, capable of operating full time using
diesel fuel, marine (NATO F-76), JP-5 (NATO F-44) or JP-8 (NATO F-34)
without additives. A dual battery, 24 Vdc electrical system capable of
providing 12 Vdc for electronic devices requiring 12 Vdc is preferred.
The battery bank should not be tapped directly to provide the 12 Vdc
for the electronic devices. Three locations for gun foundations are
required. The response to this request may be in any form or format,
including the company's standard literature. The information sent will
not be returned, nor will compensation be provided for any response to
this announcement. Proprietary information submitted will be protected
when so designated. The current requirement is for up to eight (8)
boats. The following information is requested for the identified
boat(s): (1) A full description of boat(s) and trailer(s) you can
provide that may fit the requirements identified above. Price, warranty
terms, and availability are desired. Please note if the boat is
currently on the GSA schedule. (2) What is the yearly production rate
and who are the customers? (3) Is there U.S. Coast Guard Certificate of
Inspection for compliance with 46 CFR Chapter I, Subchapter T, Small
Passenger Vessels? (4) What design standards are used; e.g. ABS HSC,
ABYC, etc? (5) Are you a small or large business? All information
