This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, FAR Subpart 13.6, and as supplemented with additional information included in this notice. The Government intends to negotiate on a sole source basis with Tim Price, Incorporated, doing business as (DBA) Contact Corporation, 113 Executive Drive, Suite 110, Sterling, Virginia 20166. This announcement constitutes the only solicitation. A proposal is being requested and a written solicitation will not be issued. Solicitation number N00421-99-R-1677 is issued as a request for proposal (RFP). The incorporated provisions and clauses are those in effect through FAC 97-11 and DCN 19990325. The applicable SIC is 3663 with a size standard of less than 750 employees. The contract line item number is 0001 and is described as "30M Mast Installation Kit", consisting of 1 each of each of the following part numbers (P/N); Side-Kick Shelter Mount, P/N 200001 T-Mast EXL 167/30-5.4, P/N 304637 Extension Tube, P/N 304664 Extension Tube, P/N 304936 Antenna Bracket 104, P/N 340663 Hauling Rope & Winder, P/N SK3022 Block & Tackle Assembly, P/N SK3023 Hazard Warning Light System, P/N SK3025 The required delivery is: four (4) Units 90 days ARO, three (3) Unite 132 days ARO, and three (3) Units 174 days ARO to NAWCAD Patuxent River, St. Inigoes, C/O C-Cubed corporation, 46920 Bradley Blvd., Lexington Park, MD 20653, M/F: LARSON MTBS System 1 refurb. Inspection and acceptance shall be made at destination. FAR 52.212-1 Instructions to Offerors -- Commercial Items (JUN 1999) is incorporated by reference and applies to this acquisition. The price proposal shall be evaluated based on price analysis by the Government. The offeror shall provide backup information verifying the price offered (e.g. a copy of current catalog, three invoices for the same equipment, etc.). A written notice of award or acceptance of an offer, mailed or otherwise furnished toContact Corporation within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Contact Corporation shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial (OCT 1999) with its proposal. WARRANTY -- The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard tothe other terms and conditions of this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty.
