commercial items prepared in accordance with the format in FAR SUBPART
12.6 as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation: proposals
are being requested and a written solicitation will not be issued. The
solicitation number is DTRA01-99-T-0015 for cold weather outer wear.
This solicitation document incorporates provisions and clauses in
effect through FAC-97-13. This is unrestricted, full and open
competitive, issued under simplified acquisition procedures; The
Standard Industrial Code is 5136. The procurement consists of the
following items with these minimum specifications: All clothing items
must be of the best commercial practice in lightweight, cold/wet
weather protection, high-quality for durability, waterproofing and
breathability. Clothing shall be capable of providing adequate
protection for personnel working in extreme wet and cold weather (-40
degree weather for a minimum of 8 hours). Any combination for layering
to meet standards is acceptable. Items Required: (1) Parka:
Wet/Rain/Cold Weather Color: Blue/Black. Total Quantity 120 pieces.
Size: Small 10 each; Medium: 30 each; Large: 30 each; X-Large: 30 each;
XX-Large: 20 each. Specifications: parka shall have Velcro rectangle (2
"H x 3 "L) sewn on the left sleeve, centered, two inches down from the
parka's imaginary shoulder or natural should break. Velcro circle (3
" is diameter) to accommodate patch to be incorporated on the right (as
worn) breast jacket front approximately 4" down from the jackets
collar. All sewn Velcro areas shall be waterproofed by sealing, in the
best commercial practice, to retain the impermeability to cold and wet
weather. Minimum Requirements for Parka Shell: 2-Ply Gore-Tex fabric;
Field Sensor-Mesh (or equivalent), nylon lining in earth-tone color;
Reinforced shoulders, elbows, and lower arms for increased durability
w/2-layer Gore-Tex; Designed for extreme wet and cold weather; Hood
store easily within the jacket collar; Adjustable wrist cuffs w/Velcro
Tabs to accommodate a tight fits around wrists (Zippered Cuffs Not
acceptable); 2 core vent openings w/water resistant zippers; All seams
must be hot-taped to provide maximum water resistance; Oversized
external pockets with waterproofed zippers; Front waterproof zipper
must be full-length with an outer flap that seals with velcro; Inner
powder skirt; Elastic encased draw cord at wait seam; Draw Cord at
Hemline; Design must incorporate the flexibility for wearer to extend
arms above head and ensure integrity of protection be maintained; Rings
designed for the attachment of gloves; Waterproof, zippered pocket on
jacket left forearm (as worn), industry-standard size; Internal chest
zippered pocket, standard industry-size. (2) Pants: Wet/Rain/Cold
Weather Color: Black. Total Quantity 120 pieces. Size: Small 5 each;
Medium: 15 each; Large: 35 each; X-Large: 35 each; XX-Large: 30 each.
Minimum Requirements for Pant Shell: 2-Ply Gore-Tex lightweight fabric,
2-Ply Gore-Tex and Cordura (or equivalent) fabric for waterproofing and
breathability; Field Sensor-Mesh (or equivalent), nylon lining in
earth-tone color; Elastic front and back waistband with Velcro closure
for enhanced fit and protection; Elastic ankle cuffs with snap
closures; Full-length waterproof zippers down both legs with inner
flaps with outer overflap with Velcro closures; Reinforced seat and
knees; Outer pocket for storage; Manufactured from a minimum of 2-layer
Gore-Tex for increased durability, waterproofing, and breathability;
For use in extreme wet weather. (3) Jacket Warm-Up: Color: Black. Total
Quantity 120 pieces. Size: Small 10 each; Medium: 30 each; Large: 30
each; X-Large: 30 each; XX-Large: 20 each. Specifications: Jackets
shall have Velcro rectangle (2 "H x 3 "L) sewn on the left sleeve,
centered, two inches down from the parka's imaginary shoulder or

cords at lower hem and waist; Reinforced stitching in higher stress
areas to provide maximum durability in harsh conditions; Full-length
zipper on front with an inner draft flan; Shoulders and sides shall be
overlaid to provide increased abrasion resistance; 2 each core vent
openings to allow for adequate ventilation; 2 each zippered chest
pockets and 2 each zippered hand pockets. (4) Jacket Liner (f/u/w Item
#1) Color: Black. Total Quantity 120 pieces. Size: Small 10 each;
Medium: 30 each; Large: 30 each; X-Large: 30 each; XX-Large: 20 each.
Minimum Requirements for Jacket Liner: Constructed of Polartec 300
fleece or equivalent to provide maximum protection from extreme cold
weather; Shall zip into parka outer shell and maintain all
specifications as required in Item #1; Underarm zippers to provide
ventilation; 2 each zippered chest pockets for storage and 2 each
zippered hand pockets; Adjustable elastic draw cord on bottom hem for
maximum warmth; Elbows and upper body must be overlaid with an abrasion
resistant material; Full-length zipper in front with overflap; Elastic
type material in cuffs to provide maximum fit and protection
Reinforced stitching in higher stress areas. (5) Pants Liner (f/u/w
Item #2) Color: Black. Total Quantity 120 pieces. Size: Small 15 each;
Medium: 35 each; Large: 35 each; X-Large: 35 each. Minimum
Requirements for Pant Liner: Constructed of Polartec 200 (or
equivalent); Reinforced stitching in higher stress areas; Elastic ankle
cuffs with snap closures; Elastic front and back waistband with Velcro
closures; Rear Zippered pocket; 2 each hand pockets; 2 each
full-length side zippers on legs with inner draft flaps and overflaps
with Velcro closures; Reinforced knees and seat; Knees should be
designed for ease of movement. Request provide the following
information on proposal: Manufacture name; Part Number; Specifications
by item; Cost per Unit; Catalogs for each item (if applicable);
Care/Cleaning/Maintenance Instructions; Warranty Information. Product
Samples. (Samples will be returned at offeror's expense.) Award will be
based on Technical Acceptability, Lowest Price, and Delivery, and Past
Performance. Technical acceptability is based on meeting or exceeding
the minimum requirements as identified in this notice. Offerors should
submit commercial literature describing their products and one product
sample from each item category. Offerors must provide information on
past performance to include at least one, no more than three previous
contracts with a point of contact and phone number, dollar value, and
any unique or unusual circumstances that should be brought to the
Government's attention.All Contractors submitting an offer are reminded
that you must be registered in the Central Contractor Registration
