Port Hueneme Division, Naval Surface Warfare Center intends to solicit, negotiate, and award a IDIQ Cost Reimbursable type contract on a competitive basis for Missile Systems Facility Engineering Services. The applicable Standard Industrial Code (SIC) is 8711 and the Federal Supply Code (FSC) is B513. The proposed contract has the potential of being a Small Business Set-Aside, provided two or more Small Business contractors, who after reading this synopsis,submit their qualifications within seven (7) days of the published notice to PHD, NSWC Acquisition Department, Bldg #5, 4363 Missile Way, Port Hueneme, CA 93043-4307 Attn: Jim Hall, Code 5F12 or via e-mail at: hallje@phdnswc.navy.mil for evaluation. In addition to the general facility engineering and architectural requirements focused in this requirement, special, Missile Systems Specific, engineering skills and capabilities are considered essential for the sucessful completion of this requirement. The contractor will be required to provide technicalsupport at the program level as specified in the Statement of Work for both domestic and Foreign Military Sales customers; provide engineering assessments related to new facility requirements; modifications to support emerging missile processing requirements; facility alterations to correct existing problems; facility design/development concepts; cost estimates; site surveys; and construction support. The required services will be for a basic contract period of twelve (12) months plus two one-year option periods for a total of thirty-six (36) months. The anticipated level of effort for this requirement is 11,100 hours per year. Award of the proposed contract is anticipated on 14 January 2000 or before. The anticipated release date for this solicitation is on or about 27 September 1999. Note 26 is applicable to this requirement.
