are required for preparation of complete or partial Environmental
Impact Statements, Environmental Assessments, Environmental Baseline
Surveys, Environmental inventories and related special studies
documentation; hazardous material/waste inventories and recovery plans;
cultural and natural resources investigations; biological surveys,
wetland investigations; air emission inventories, permit applications,
and conformity analyses; multi-media environmental and occupational
safety and health compliance audits/assessments; storm water pollution
prevention planning; pollution prevention opportunity assessments,
baseline environmental/human health risk assessments; GIS/Remote
Sensing support, and other scientific and technological investigations
to accomplish the mission and complete environmental assignments for
the Environmental Resources Branch, Environmental Division, Fort Worth
District, U.S. Army Corps of Engineers. The contract will be an
Indefinite Delivery Contract for a base period plus up to four option
periods. The maximum amount that can be obligated during either the
base contract period of any of the option periods is $5,000,000.00.
Work site may be at any location worldwide where the facility (Military
or Civil) is operated by, leased to, or administered by the United
States Government. The Standard Industrial Classification Code is 8999.
Anticipated evaluation factors will be technical capability, past
performance, management capability, and price. The successful offeror
must be able to obtain a Department of Defense Industrial Security
Clearance for the handling and storage of classified materials. A
secret clearance must be obtained before award of a contract.
Solicitation will issue on or about 15 October 1999 with proposals due
on or about 16 November 1999. The solicitation will be placed on
Compact Disk (CD-ROM) and will be provided free of charge.
Solicitations will not be provided in a paper hard copy format.
Notification of amendments shall be made through either 3.5" diskette,
CD-ROM, and/or the Internet. The Government intends to issue this
solicitation through the use of CD-ROM and the Internet. However, the
Government reserves the right to use only the Internet as notification
of any changes to this solicitation. It is therefore the Contractor's
responsibility to check the following address daily for any posted
changes to this solicitation. Contractors may view and/or download this
solicitation and all amendments from the Internet at the following
address: http://ebs.swf.usace.army.mil. THIS PROCUREMENT IS A
COMPETITIVE 8(a). All responsible sources may submit a proposal which
shall be considered by the agency. Facsimile requests for solicitation
documents are acceptable (FAX# 817/978-4797, ATTN: Leslie E. Guy). No
express mail procedures will be utilized on initial mailing of
