having the ability to provide secure, residential, contract, juvenile
facility services for male and female juvenile Federal offenders in
Puerto Rico are requested to give written notification (including
complete name, address, telephone number and contact person) to the
contracting officer listed in this notice. Services are required for
juvenile care, custody, control, accountability, and treatment to
include furnishing substance, and medical services except the expense
of hospital, surgical, prescriptions and dental treatment. The services
described shall be provided in accordance with the Federal Bureau of
Prisons, Statement of Work, "Secure Juvenile Facility", dated July
1999. No operational hotel/motel will be considered as a facility for
this requirement. The estimated number of male and female inmate days
is 4,380 for the base year from October 1, 2000 through September 30,
2002. The estimated number of male and female inmate days for each of
the option years is 2,190. Option year one is from October 1, 2002
through September 30, 2003, Option year two is from October 1, 2003
through September 30, 2004 and Option year three is from October 1,
2004 through September 30, 2005. A Firm-Fixed-Price-Requirements
contract type is anticipated. All responsible sources may submit a
proposal which shall be considered by this agency. The estimated
issuance date for the solicitation is November 1, 1999. The estimated
closing date for the solicitation is December 2, 1999. No collect
telephone calls will be accepted. All requests for the solicitation
