Operation of the Westover Job Corps Center located in Chicopee,
Massachusetts, will be availble on or about November 2, 1999, on the
Job Corps Acquisition Home Page
(http://www.wdsc.org/jobcorps/schedule.html). It is anticipated that
resultant contract will be a cost-reimburseable plus fixed-fee for a
two-year base period of August 1, 2000 through July 31, 2002, plus
three performance based options of one year each. The approximate
average capacity strength of the Westover Center is 335 residential
males, 160 residential females, 5 non-residential males and 55
non-residential females for a total capacity of 555. There will be a
walk-thru of the Westover facility located at 103 Johnson Drive,
Chicopee, Massachusetts, on Wednesday, November 17, 1999, beginning
promptly at 9:30 A.M. local time. Upon entering the facility,
participants should check in at the gate for directions to the
walk-thru starting point. A Pre-proposal conference will be convened
that afternoon in the Multi-Purpose Room in King Hall at the Westover
Center, promptly at 1:00 P.M., local time. All questions prior to the
Pre-proposal conference should be submitted in writing to the Seattle
Regional Office of Job Corps, Suite 960, 1111 Third Avenue, Seattle,
Washington, 98101-3212. Job Corps is a residential training program for
economically disadvantaged youth between the ages of 16 and 24. The
Contractor will be expected to manage and operate a government-owned
facility and hire staff for residential living, basic education,
vocational training, and the provision of health services. We recommend
that you download the RFP prior to attending the Pre-proposal
Conference. Proposals in response to this RFP will consist of Oral
Presentations and Written Submissions as described in Section L. of the
RFP. Written portions of the proposal are due no later than 12:00 Noon,
local time, Wednesday, January 5, 2000, at the following address: U.S.

Avenue, Seattle, Washington 98101-3212. All responsible sources may
