Communications, Consumer Informatin Center (XC), is seeking vendors to
design, develop, and produce television Public Service
Announcements(PSA's). The Consumer Information Center is located at
1800 F Street, NW., Washington, DC 20405, Room G-142. The contractor
will provide the necessary management, supervision, staffing materials
and equipment necessary as specified in the statement of work and any
negotiated requirements. Services include analysis of CIC public
service campaigns and the creative development of draft scripts for at
least five different concepts or treatments for CIC's campaign;
development and execution of two focus groups; production through final
edit or three public service announcements; development, printing and
assembly of collateral materials; duplication of special video tapes;
and preparation of up to thirty different local tags to be added to the
closing identification frame of PSA(s) in selected markets. The SIC
Code is 7311. The Request for Quotation (RFQ) will be evaluated on a
Trade-off basis with the combined weight of the technical factors being
more important than price. However, as the proposals become more equal
in their technical merit(s), the evaluated cost or price becomes more
important. Technical evaluation factors are (1) past performance,
(2)understanding the work and approach and (3) experience,
qualifications, and organization. The Government intends to evaluate
proposals and award a contract without discussion with offerors. The
Government reserves the right to conduct discusions if the Contracting
Officer later determines them to be necessary. The anticipated period
of performance will be from December 1, 1999 to September 30, 2000.
The contract may be extended each of the next four years to cover the
period October 1 through September 30 of the appropriate year soley at
the Government's option. The reference number for this RFQ is
CAFF-99-CIC-0004. Firms requesting a solicitation package must state
the reference number. The closing date for this solicitation is 2:30PM
EST, October 14, 1999. Quotations received after the closing date will
not be considered by the Government. Facsimile requests will be
