COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 16,1999 PSA#2433ADVANCED FUZE CONTACT DEVICE TECHNOLOGY TRANSFER OPPORTUNITY;
IDENTIFICATION OF INTERESTED POTENTIAL PARTICIPANTS CHINA LAKE FUZE
CONTACT DEVICE (FCD)COOPERATIVE RESEARCH AND DEVELOPMENT AGREEMENT
(CRADA)OPPORTUNITY. Naval Air Warfare Center Weapons Division,
(NAWCWD), China Lake, has developed a conceptual design of a FCD
targeted for potential production in FY04 with subsequent insertion
into a next generation surface-to-air guided missile system. This
design advances the state-of-the-art for devices utilized for similar
applications, with the primary enhancements being; (1) decreased
detection time; (2) adaptive trigger thresholding; and (3) increased
signal processing speed. Additionally, future
requirements/opportunities may require expansion of the baseline
concept to allow integration of multiple, remote, sense elements. In
this instance, the Navy is anticipating an opportunity to transfer this
design technology to a qualified industry partner in FY00 under the
auspices of a COOPERATIVE RESEARCH AND DEVELOPMENT AGREEMENT (CRADA).
The Navy considers this topic to be in compliance with one of the
fundamental goals of the domestic technology transfer program; "to
provide joint cooperative development programs that address problems of
critical concern to the Navy and other agencies and organizations". It
is anticipated that the industry partner will participate in the
further evolution of the baseline Navy FCD design to incorporate, via
their expertise, enhancements in the areas of; (1) performance; (2)
producibility; (3) cost reduction; and (4) miniaturization and
packaging. It is further anticipated that the duration of the CRADA
would span a period of three years beginning in FY00. Additional
information on the Navy's domestic technology transfer program can be
obtained by contacting the Technology Transfer Office, Code 4T1100D, at
the Naval Air Warfare Center Weapons Division, China Lake, CA, (760)
939-1812. This announcement is for information and planning purposes
only to allow the Navy to identify interested potential industry
participants and does not constitute an RFB or RFP; it is not a
commitment by the government, and should not be assumed to lead to
contracts to be let by the government. Responses of interested parties
are due SEPTEMBER 28, 1999, and should be addressed to 'Commander,
