This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Request for Proposal (RFP) number USSS99R0055 is issued herein. The proposal document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. This action is a 100% small business set-aside. The SIC code is 3663, the size standard is 750 employees. The U.S. Secret Service has a requirement to purchase STI-CO Industries SPF-1 antenna assemblies (or equal) with packaging case, mounting hardware and accessories as a kit. The total requirement is for one hundred forty (140) kits, with ninety-five (95) shipping containers packaged to hold ninety five (95) assemblies, mounting hardware and accessories, and forty five (45) shipping containers packaged to hold two kits in each container (kit consisting of assembly, mounting hardware and accessories.) OFFERORS MUST REQUEST A LISTING OF ACCESSORIES BY FAXING REQUEST TO GEORGE ROBERTSON 202-406-6801. ACCESSORIES MUST BE INCLUDED IN THE PROPOSAL. Specifications for antenna kits: Antenna -- 6dB gain, adjustable from 140-175 MHz, antenna is magnetized at one end to fit on antenna mount plate or other metal surface, aluminum, approx. 3 pounds in weight, unit obtains gain through ground planes, mast section- black anodized high strength aluminum adjustable (tunable) radial mast, approx. 3 ft high total, mount section -- consists of 2 ft lengths of strengthened aluminum conduit. Mast mounts onto metal plate assembly and is capable of mounting onto additional sections below plate, for a total height of up to 10 ft. The single kit will have 5 mast sections and the double kit will have 10 mast sections. Coax -- not to exceed 3dBm of loss per 100 foot of coax at 162-173 MHz, double shielded, size no larger than to RG400. Cases -- brand-name Pelican cases, cases will be made in hinged-sections for easy removal/storage of brackets for mounting of antenna and mast sections, compartmentalized nylon mesh pockets with zippers for storage of RF adapters, tape, trouble tags, AC cable, AC multi-outlet strips, and 42A blocks. Approx. dimension -- 37" x 17.5" x 6" for single unit antenna kit, and 29.25" x 20.75" x 11.5" for double unit antenna kit. Double unit kit will have wheels and handles. Cases will be stackable. Mounting hardware -- Kit will provide a nylon-tide down strap (similar to tie-down rigs on airplanes) and an eye bolt assembly that would be utilized for large chimney installations. Accessories -- per listing to be obtained by fax (see above). Items must be same or equal as those accessories listed. PROPOSALS CONSISTING OF SHIPPING CONTAINERS ONLY, OR ANTENNA ASSEMBLIES, MOUNTING HARDWARE AND ACCESSORIES ONLY, OR ANY PORTION THEREOF, WILL NOT BE CONSIDERED. A single award will be made for the items as stated herein. Delivery will be FOB Destination, all freight included in the delivered price, to U.S. Secret Service -- IRMD, Radio Communications Branch, 950 H Street Suite 2000, NW, Washington, DC 20001-4518. Delivery time -- 6 weeks ARO or sooner. The following FAR provisions are applicable to this RFQ: FAR 52.212-1, Instructions to Offerors -- Commercial, FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. Offerors must provided three references for evaluation of past performance identifying a name, position, and phone number, as well as the product delivered to that point of contact. Past performance will be evaluated as acceptable, unacceptable, or neutral. The Government intends to award a firm-fixed price contract to the offeror whose offer, conforming to the terms of this solicitation, is lowest in price and is from a responsible offeror with acceptable past performance.
