This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DAHA0399T8074. This solicitation is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13 and Defense Federal Acquisition Regulations Supplement DCN 19990914 Edition. FAR clauses may be viewed in full text at the following web sites: http://farsite.hill.af.mil or http://www.arnet.gov/far. Facsimile submissions will be accepted. This requirement is set-aside for small business; all qualifying responsible small business sources may submit a quote. Government anticipates award without discussion but reserves the right to enter into discussions with any bidder/potential bidder at any time. A firm-fixed price contract is contemplated. The Standard Industrial Classification (SIC) code for this solicitation is 3669, the small business size is 750 employees. All items are to be delivered F.O.B. Destination to: 189 Communications Flight, 102 Vandenberg Boulevard, Little Rock AFB, AR 72099-4802. Desired delivery date is: 30 days ARO, partial deliveries will not be accepted. Inspection/Acceptance shall be made at destination. Quotes will be accepted on a "Brand Name or Equal" basis. The following salient characteristics are CRITICAL/ESSENTIAL to the Government. Digital Communication Logger System. 24 Channel System will be capable of recording incoming and outgoing telephone calls, VHF, UHF, HF radio transmissions. The equipment is to be rack mountable. System will have a hard drive capable of storing 275 channel hours of audio recording. Tape Transport shall utilize 4mm Digital Audio Tape (DAT). The audio capacity shall be 500 channel hours with one channel continuously active. A known acceptable item is the Eventide Model VR320 Digital Logger. The Logger System will include installation and setup, training of designated 189th Airlift Wing personnel on operation of the logger and all manuals and documentation for operation. In accordance FAR 52.252-1 (FEB 1998) and FAR 52.252-2 (FEB 1998), the following FAR provisions and clauses are incorporated by reference. FAR clause 52.212-1, Instructions to Offerors -- Commercial, (JUN 1999) Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. EVALUATION: Provision 52.212-2, Evaluation-Commercial Items, (Jan 1999), applies with paragraph (a) completed as follows: ) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirement, past performance, and price. Technical and past performance, when combined, are approximately equal to price. To be determined technically acceptable, the offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase descriptions as "CRITICAL/ESSENTIAL to the Government". The Government may use any information at its disposal in determining technical acceptability evaluation. The Government reserves the right to award to other than a low-priced offeror and without discussion. Offeror's SHALL complete the provision at FAR clause 52.212-3, Offeror Representations And Certifications -- Commercial Items (JUN 1999) and DFAR clause 252.212-7000 Offeror Representations and Certifications -- Commercial Items (NOV 1995) and submit them with their quote. If a copy of these certifications is needed, it may be requested by calling the contact number identified. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
