synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GSFC plans to purchase (quantity 1 of each of the items): 1)
Surface Profilometer (KLA Tencor Model P10 OR equivalent) with the
following required minimum specifications: Scan Length: 60mm (2.3
inches) Scan Speed: 1 micrometer/second to 25 millimeters/second
Sampling Rate: 50, 100, 200, 500, 1000 samples/second (nominal)
Micro-Head: exchangeable measurement head; programmable force range:
1.0 to 50 milligrams; constant stylus force control over vertical
range; vertical range: 0 to 300 micrometers, 1 angstrom resolution;
stylus: 2.0 micrometer radius and 0.1 micrometer radius; step height
repeatability: 7.5 angstroms. Dual View Optics: side view: 150 to 600x;
top view: 185 to 750x and 300 to 1200x with user interchangeable
lenses; black and white camera (color camera available). Sample Stage:
8 inch diameter table; motorized leveling, positioning and rotation
(360 degree); vacuum sample hold-down; maximum sample size: 10 inches
x 10 inches (254 mm x 254 mm); maximum sample weight: 5 pounds (2.2
kg); throat depth: 9 inches (228 mm); throat height: 2.5 inches (63.5
mm). Computer System/Software: 233MHz Pentium processor (minimum); 16
MB RAM; 2.0 GB hard disc drive; 1.4 MB 3.5" floppy disc drive; 15" SVGA
color monitor; Windows 3.11 operating System; Electronic (data) sample
leveling; Programmable scan parameters/within scan recipe; Scan repeat
& average mode (repeats scan 2-10 times and displays computed average);
3-D software to present surface topography in photo-realistic, color
coded and rotatable 3-D or top-down contour maps. To be capable of
analysis of multiple user specified regions; Stress analysis software
to be capable of measuring thin film stresses (dynes/sq.cm); including
average, maximum and center stress over 60mm scan length; Computer
system and any software supplied to be fully Y2K compatible; Power
Requirements: 108 to 130 volt, 50/60Hz. 2) L-Stylus, 2 micrometer
radius, 60 degree (KLA Tencor part number 217182 OR equivalent) 3)
L-Stylus, 0.1-0.2 micrometer radius, 85 degree (KLA Tencor part number
217212 OR equivalent) 4) Step Height Standard, 80 Angstrom (KLA Tencor
part number SHS-80QC OR equivalent) 5) Step Height Standard, 440
Angstrom (KLA Tencor part number SHS-440QC OR equivalent) 6) Max View
Photo Realistic 3-D Image Rendering Software (KLA Tencor part number
401250 OR equivalent) 7) Film Stress Analysis Software (KLA Tencor part
number 308870 OR equivalent) The provisions and clauses in the RFQ are
those in effect through FAC 97-12. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to GSFC is required as soon as
possible after receipt of order (ARO). Please state number of days ARO
for delivery. Delivery shall be FOB Destination. The DPAS rating for
this procurement is DO-C9. Quotations for the items(s) described above
are due by 4:30 p.m. EST on 10/05/99 and may be mailed or faxed to

number, FOB destination to this Center, proposed delivery schedule,

Code, identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use
the Standard Form 1449, Solicitation/Contract/Order for Commercial
Items form found at URL:

Quoters shall provide the information required by FAR52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter
shall so state and shall list the country of origin. The
Representations and Certifications required by FAR 52.2l2-3 may be
obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference: 52.222-26, 52.222-35, 52.222-36,

submitted in writing no later than 09/29/99. Selection and award will
be made (on an aggregate basis) to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. Quoters must provide copies of the provision
at 52.212-3, Offeror Representationand Certifications -- Commercial
Items with their quote. See above for where to obtain copies of the
form via the Internet. An ombudsman has been appointed -- See Internet
