NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR
1-074-GJCI.2028. Companies shall acknowledge all amendment(s) in their
quote. This notice serves as the official amendment to subject
synopsis/RFQ and a written amendment will not be issued. The purpose of
this amendment is to provide Questions & Answers for clarification to
Solicitation GJCI.2028 and also to extend the response date to 9/22/99.
Question -- A Tenney, Inc. or fully equivalent -- 60" x 144" Autoclave
is listed. Is this a deliverable or just a device that we need to
provide control interfaces to? Answer -- The Tenney Autoclave is an
existing piece of equipment in which we are replacing the control
system. Question -- Similarly for a Wabash or fully equivalent Vacuum
Press; is this a separate deliverable or a device that we need to
provide control interfaces to? Answer -- The Wabash Vacuum press is an
existing piece of equipment which we are trying to provide a control
for. Question -- What software is to be used to control the devices,
i.e., Labview? Or is any software acceptable? Answer -- Communicating
with an existing system, using software previously provided by
Aerospace Service & Controls, Inc. Question -- It is specified on page
1 that the control system "shall include a snap i/o driven by M4rtu.
Who is the manufacture of the M4rtu? Answer -- Commercial off-the-shelf
item. Question -- Page 2 specifies that "the controller shall control
temperature, pressure, load, vacuum, heat rate, cooling rate, all
motors and related components. The only i/o that are defined for each
of the 3 systems (autoclaves & vacuum press) are thermocouples, press
transducers. What is the extent of the i/o to control the remaining
items such as motors, load, and related equipment? Same for digital
interlocks on vacuum press: How many? Answer -- The contractor must
make the determination as to how many digital interlocks are required
to complete the system. Question -- Is there a spreadsheet extensively
defining all i/o the control system is responsible for? Answer -- No,
contractor should define what is controlled. Question -- What is
output of vacuum & press transducers? Is it standard 4 -- 20mA or
something else? Answer -- Standard 4-20 mA or standard 1 -- 10 volts.
Question -- What is the required delivery for the system? Answer -- 15
Weeks. Question -- Will an approach that offers an alternative t using
OPTO Snap modules and the M4RTU be considered? Answer -- No. Question
-- Has this system been purchased from others in the past? When and at
what cost? Answer -- A similar system was purchase August 1998 from
Aerospace Service & Control located in Sun Valley, California for
$72,890. Question -- How many "nodes" are to be delivered in this
project. The solicitation indicates the software must be capable of
controlling 20 pieces of equipment, but it does say how many pieces of
equipment we must supply hardware for. (We must supply a Nema-1
enclosure, dedicated I/O rack, I/O modules and 5 VDC power supply for
each "node"). Answer -- Three pieces at this time. Question -- What is
meant by "The system shall provide real-time arraneous modeling of the
material properties and support control based on real-time or
integrated future predictions of the viscosity, reaction rate, and
other modeled variables". Answer -- Running off of models for
dielectrics. Question -- The word arraneous and arraneuous are not in
the English Dictionary. The word erroneous does not make sense in the
sentence. Answer -- Arraneous is a term used in data for dielectric.
Question -- Should we assume that the software is to be written in Opto
22's Factory Floor software package? Answer -- No, should be custom
formatted. Question -- What is the method used to control the Tenney
Autoclave and Wabash Vacuum Press? (i.e. relay closure, Analog Voltage
or RS-232, etc.) Answer -- Voltage & RS-232. Question -- Are the above
2 items the only type of equipment to becontrolled? If not, what else?
Answer -- An Autoclave from Thermal Equipment. Question -- The
solicitation requests the system have the ability to control up to 20
different pieces of equipment. What are these 20 items and does the
completed system require a fully populated SNAP rack for each item? Can
you provide a list of required controls for each item of equipment?
Answer -- Various presses and ovens that can be added in the future.
Question -- The Solicitation requires arraneous modeling and references
viscosity, reaction rate and "other modeled variables", what are the
"other modeled variables"? Answer -- Crystallinity. The due date for
receipt of offers is extended to 09/22/99. Companies shall provide the
information stated in the synopsis/RFQ posted on the NASA Acquisition
Internet Service (NAIS) on 08/26/99. Documents related to this
procurement are available over the Internet and are in Microsoft Office
Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and reside on the
World Wide Web (WWW) server which may be accessed using a WWW browser
