combined synopsis and solicitation for commercial items, prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION: PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
DAKF24-99-R-0018 is issued as a Request for Proposal (RFP). This
solicitation document has incorporated provisions and clauses that are
in effect through Federal Acquisition Circular 97-12. This requirement
is set aside for Small Business; the Standard Industrial Classification
code is 2385, and the Small Business size standard is 500 employees.
SUBMIT PROPOSALS IN WRITING TO: Directorate of Contracting, Attn:
Michael Lewis; P.O. Drawer 3918, Fort Polk, LA 71459-0918 or you may
fax to (318) 531-2200. ORAL QUOTES OR OFFERS WILL NOT BE CONSIDERED.
Proposals are required to be submitted not later than 2:00 PM (CST) on
29 September 99. In addition to other required itemsas stated in this
announcement, proposals must contain at least three references,
specify product brand/item number, and acceptance must be good for 30
days. Award is anticipated to be made in October 99. DESCRIPTION OF
REQUIREMENT: Acquisition is to establish a one year (no option year)
requirements type contract for the purchase of the military style 2nd
Generation Extended Cold Weather Clothing System (ECWCS). The ECWCS is
nylon, three-layer laminated, waterproof, windproof, and moisture
vapor permeable. PARKA design features include a rolled and stowed
hood, a detachable outer hood, sleeve/cargo pockets with handwarmer
pockets, a moisture wicking barrier at parka bottom and cuffs,
placement of name tape on the sleeve pocket flap, and "Cordura
330-denier" reinforcement patches. There is no inside lining in the
parka. TROUSER features include Cordura 330-denier cargo pockets,
belt/suspender loops, moisture wicking barriers at the cuffs, and
Cordura 330-denier knee and seat patches reinforcement. PARKA/TROUSER
COLOR: Olive Drab (Green shade # 483). ESTIMATED QUANTITY: 500 each of
the Parkas and Trousers. Uniform size to be specified on each order.
For vendor planning purposes only, historical ordering sizes and
quantities are: X-small (7 ea.); small (76 ea.); medium (212 ea.);
large (180 ea.); X-large (25 ea.). These quantities/sizes are
historical data only and are not purchased by this contract. DELIVERY:
Within 60 days of receipt of an order to FOB destination Fort Polk,
Louisiana 71459. Include delivery costs in quote. OFFERORS PROPOSAL
SHOULD CONTAIN TWO LINE ITEMS, ONE FOR PARKAS, AND THE OTHER FOR
TROUSERS. The following Federal Acquisition Regulation (FAR) provisions
and clauses apply to this solicitation and are incorporated by
reference: FAR 52.212-1, Instructions to Offerors -- Commercial Items;
FAR 52.212-2, Evaluation-Commercial Items; FAR 52-212-3, Offeror
Representations and Certifications -- Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.225-1,Buy
American Certificate; and FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Commercial Items.
FAR 52.212-5 is completed so that the following clauses under paragraph
(b) apply: 11, 12, 13, 16 and 22. The following Defense FAR Supplement
(DFARS) provisions and clauses apply to this solicitation and are
incorporated by reference: DFARS 252.212-7000, Offeror Representations
and Certifications -- Commercial Items; DFARS 252.212-7001, Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items; and DFARS
252.204-7004, Required Central Contractor Registration. Offerors must
include with their proposal a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications Commercial Items,
and DFARS 252.212-7000, Offerors Representations and Certifications
Commercial Items. Offers that fail to furnish required representations
and certifications, or reject the terms and conditions of the
solicitation may be excluded from consideration. Central Contractor
Registration (CCR) can be obtained by calling 1-888-227-2423 or by
visiting their web site at www.ccr2000.com/. Confirmation of CCR
registration must be obtained before award can be made. Paragraph (a)
of FAR clause 52.212-2 is amended as follows: The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous
to the Government, price and other factors considered. The following
factors shall be used to evaluate offers: technical capability of the
item offered to meet the Government requirement, past performance, and
