The project is anticipated to end in mid-December 1999, with a final overall implementation plan to RSC and each region at the completion of the effort. All respondants must provide detailed corroboration of the aforementioned qualifications, with unequivocal documentation that shows a thorough understanding of the diverse standards and procedures required in implementing federal programs and decision making processes that affects both agency and public. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of Far 6.302-1. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that believe they have the unique qualifications required and can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. This notice is not a request for competitive quotes.
