Operations Group, D7810@usbr.gov. The Bureau of Reclamation
(Reclamation) intends to negotiate on a sole source basis with the
Center for Regional and Neighborhood Action (CRNA) to develop a
diversity implementation plan for the Denver Reclamation Service Center
(RSC), and five regional offices that will enable Reclamation to best
implement the Department of Interior's (DOI) overall Strategic Plan for
Improving Diversity. The project is anticipated to end in mid-December
1999, with a final overall implementation plan to RSC and each region
at the completion of the effort. Because the Reclamation regions are
inordinately diametric and diverse, with nuances peculiar to each
region that must be confronted and addressed, it is critical that the
prospective offeror have the following unique qualifications and
experience: (1) Have a thorough working knowledge of the Bureau of
Reclamation policies and implementation procedures; (2) Have extensive
current nation-wide diversity effort experience in both urban and
rural areas to enable an understanding of various issues and
applications that would be pertinent to the individual Bureau regional
sites while yet addressing and achieving the goals set forth the the
overall DOI Strategic Plan for Improving Diversity; (3) Have a
combination of current diversity efforts that includes local, county,
state, and federal government with the federal level experience
specifically including active hands-on Reclamation and other government
agency-wide experience in strategic diversity implementation planning;
(4) Have at least 12 or more years experience in directing
institution-wide, including federal, diversity efforts at a senior
management level. All respondants must provide detailed corroboration
of the aforementioned qualifications, with unequivocal documentation
that shows a thorough understanding of the diverse standards and
procedures required in implementing federal programs and decision
making processes that affects both agency and public. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP).
The proposed action is for services for which the Government intends
to solicit and negotiate with only one source under the authority of
Far 6.302-1. The Government believes that only one responsible source
can provide the services that will satisfy the agency requirements. A
Justification for Other than Full and Open Competition has been
prepared in support of this acquisition. Firms that believe they have
the unique qualifications required and can provide the required
services described above are encouraged to identify themselves and give
written notification to the Contracting Officer. This notice is not a
request for competitive quotes. A determination by the Government not
to compete this proposed action based on responses to this notice is
solely within the discretion of the Government. Information received
will be considered solely for the purpose of determining whether to
conduct a competitive procurement and no submittals will be returned.

Number (DUNS) and Tax Identification Number (TIN). Firms should
identify themselves as either small business, or other than small
