The U.S. Department of Treasury, Financial Management Service has a requirement for software support of the Banking Communication System (BCS) running a DOS or Multi-Virtual System (MVS) operating system. Software support includes conversion from a 4381DOS/VSE ESA operating system to an IBM OS/390 mainframe platform operating system at the Hyattsville Regional Operations Center. The period of performance is FY 2000 (10/1/99 through 9/30/00) with 2 one-year option periods. Responses must be in writing and must be received within 7 calendar days of publication of this notice. Contract Line Item Numbers (CLINs) follow: CLIN 0001- Monthly Maintenance Service (diagnostic and on-call softwaresupport; CLIN 0002 -- Training (at various regional financial centers); and CLIN 0003 -- Documentation support. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The solicitation is solicited as a Sole Source requirement to Keystone Computer Associates, Inc., Fort Washington, PA. The Standard Industrial Classification code is 7371 and a corresponding size standard of $18 million applies. The system requirements follow: Telecommunication speed of 9600 bpi or greater; ANSI X9.9-1986 or it successor (options are Option 1 (Binary data); Option 2 (coded characters, entire message, no editing; Option 4 (coded characters, entire message, editing); Key management shall be in accordance with ANSI X9.17-1985 or its successor (Cryptoperiod for data keys shall not exceed 7 days; Cryptoperiod of Key-encrypting-keys shall not exceed 180 days; use of session keys ispreferable to the use of data keys but it not mandatory) and certification by the Federal Reserve Bank.
