dates 08 NOV 98 through 15 DEC 99. Performance of the drydocking
portion of the solicitation will be accomplished in the San Diego Naval
Station Graving Dock. All bidders proposing to use the Graving Dock,
must, prior to submitting their bids, personally contact the Public
Works Center, Naval Station, Building 121 1st floor, San Diego, Code
211, to ascertain the period of availability, terms and conditions and
changes that will be imposed under the user agreement for the required
facility. Barge personnel will remain on board during the availability.
All San Diego area sources who currently hold, or are qualified for and
willing to enter into a Master Agreement for Repair and Alteration of
vessels (DFAR 217.71) prior to award, may submit a bid which shall be
considered by this agency. Firms which do not possess a Master Ship
Repair Agreement/Agreement for Boat Repair (as applicable are
ineligible for award unless adequate time exists to permit the Navy to
perform assessment of their MSRA/ABR application and to execute the
applicable MSRA/ABR without impacting the vessel's NAVSEA Standard
