issue a Request for Quotation (RFQ) for One(1) Prede POM-01L/MK11
Upgrade; includes all hardware (except PC) and labor costs to convert
an existing Prede POM-01L Sky Scanning Radiometer to a Prede POM-MK11
(Ship Version) Radiometer. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to
purchase the items from Kipp and Zonen for the following reasons: 1.
The Prede POM-01L (Land version) sky scanning radiometer was purchased
from Kipp & Zonen for use in an earlier Project. 2. There is a need
for the Prede POM-01L to be upgraded to the Sea version, Prede
POM-MK11, for use at sea during the Spring 2000 instrument efforts. 3.
Kipp and Zonen is the sole U. S. Representative for Prede of Japan,
the sole manufacturer of the instrument. 4. Kipp and Zonen is the only
U. S. company that can take care of the arrangements for doing the
upgrade in Japan at the Prede facility. 5. The upgrade process will
take 10 to 16 weeks for completion, and will need to be completed by
02/15/2000 to assure that the instrument is ready for the Spring 2000
cruises. 6. No other research was undertaken. The Government intends to
acquire a commercial item using FAR Part 12. Interested firms have 15
days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
