The Regional Business Support (RBS) requirement was posted via the CBD-NET under Solicitation N00244-99-R-0204 on August 19, 1999 and September 03, 1999. Fleet & Industrial Supply Center, San Diego, has intentions of procuring Regional Business Support (RBS) services, in the areas of professional, administrative and technical support services, including logistics, engineering, and information technology services. Services will primarily support the Southwest Region for the Navy, including other Department of Defense and Federal agencies within this area. FISC-SD will be the RBS management office. The Government anticipates Best Value Source Selection with Oral Presentations to be held at FISC-San Diego. Due to the immense vendor response to the RBS CBD-NET announcements, the Government requires a need for exchanging information between industry and Government prior to issuing the formal solicitation. The Government is seeking industry comments regarding the draft solicitation. The draft solicitation will be posted electronically on 16 Sept 1999, at the FISC-SD web site indicated below. The pre-proposal conference is changed to a "pre-solicitation" conference. The pre-solicitation conference is scheduled for 21 September 1999 from 9:00 A.M. to 11:00 A.M., and will be held at Fleet and Industrial Supply Center-San Diego, 937 North Harbor Drive, San Diego, CA, in Building 1, 3rd Floor, "Nautical Room". If you would like to attend, please send an e-mail to the Contracting Officer. Provide the number of attendees, with names and phone numbers. Vendors, who have already indicated their intentions to attend the Sept 21st previously announced pre-proposal conference, do not need to resubmit an e-mail to attend the pre-solicitation conference. The list of attendees will be provided to the vendors at the pre-solicitation conference and thereafter posted on the FISC-SD web site. The list will be submitted to our Security Officer to insure your entrance to Building 1. Always include the business size of your company. The SIC is 8744 $20 Mil (Facilities Support Management Services). The Regional Business Support requirement will be advertised on an unrestricted basis. The Government is considering a Time and Material, Indefinite Delivery/Indefinite Quantity type contract. At the pre-solicitation conference, industry may comment on the Draft RFP regarding topics, but not limited to, Multiple awards vs. Single award, Service Contract Act Labor Categories, Wage Determinations, CLIN pricing structure for Section B, Streamlined processes, and Best Value Source Selection. This is a new requirement and is not considered a follow-on contract. Any comments received from Industry should not contain business proprietary information as it may be considered for incorporation into the solicitation and/or published on the FISC-SD RFP web site in the form of Vendor Questions and Answers. RBS Services include but are not limited to the following functions: Administrative and Clerical support services, such as reviewing and processing medical records, court reporting tasks, personnel assistant tasks, and key entry operator tasks; Professional and Technical support services, such as drawing and documentation services, engineering and technical services, logistics support services; Information Technology support services, such as computer programming services, computer integrated systems designs, computer facilities management services, and computer maintenance and repair; and Financial support services, such as accounting services, auditing services, and budgeting services. The Government anticipates a period of performance will be a Base Year (commencing 01 Jan 00), and Four 1-Year Option Years. The Government anticipates the formal solicitation to be released on 19 Oct 1999 with a closing date of 19 Nov 1999.
