6, 1999, the Secretary of Energy announced his decision to compete the
contract for management and operation of the WIPP. This decision was
in keeping with the Department's Contract Reform initiatives to make
maximum use of competition to insure that the Government receives the
best value from the market and insures that DOE's contract reform
initiatives are included in M&O contracts. This Special CBD Notice is
to advise all potential offerors or other concerned individuals or
organizations that DOE has established a website at
http://www.doeal.gov/cpd/WIPP/index.htm for the dissemination of all
information relating to this solicitation. This website will be the
official solicitation distribution medium for this solicitation and
interested offerors should frequently check this website for
amendments, notices, changes, questions & answers, or any other
pertinent information relating to the solicitation. The WIPP is a 16
square mile Department of Energy government-owned, contractor-operated
site located in Southeastern New Mexico. WIPP facilities include
surface facilities and a geological repository located 2150' below the
surface. The WIPP is a technical organization that couples scientific
and engineering expertise with unique facilities and operations to
execute missions of the Department of Energy. The WIPP mission is to
operate the WIPP for the safe disposal of transuranic waste and to
establish an effective system for management of transuranic waste from
generation to disposal. The incumbent contractor, Westinghouse
Electric Corporation, Waste Isolation Division was selected on a
competitive basis in 1978 to provide technical support and operating
services for the WIPP Project. In 1985, Westinghouse became the M&O
contractor for WIPP, on a noncompetitive basis as authorized in the
1978 contract. This was accomplished by the award of Contract No.
DE-AC04-86AL31950, with effective date of October 1, 1985. The contract
was for a five-year period with an options to extend on a
non-competitive basis for additional five year periods in accordance
with the requirements of DEAR 970. Contract extensions were exercised
in 1990 and 1994. The current contract expires on September 30, 2000.
This contract award will be for a five-year period (10/1/2000 through
9/30/2005), with an option for an additional five year period
(10/1/2005 through 9/30/2010), in accordance with DEAR 970.1702-1. The
estimated value of the five year contract is $588,000,000. WEB: WIPP
