synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The U.S. Fish and Wildlife Service is
using this announcement as Request for Quotations (RFQs) No.
401819Q287 for AERIAL PHOTOGRAPHY of Alligator River National Wildlife
Refuge, Manteo, NC. This solicitation document, incorporated
provisions and clauses are those in effect through FAC 97-13. This is
a SMALL BUSINESS set-aside under SIC Code 7335. Size Standard: $5.0
million. Description: The contractor shall provide all labor,
equipment, transportation, tools, supplies and supervision to perform
Aerial Photography over approximately 240 acres of the Alligator River
NWR, Manteo, NC. This shall include providing high resolution,
digitized, orthophotographic images to conform to the specifications as
cited below. Two different Option Items are solicited; Option 1 with 2
foot pixel resolution and Option 1 with 1 foot pixel resolution. The
following specifications apply: a) Color Infrared Images delivered on
CD ROM format, delivered in GeoTIFF or in TIFF format with a TIFF world
file (.tfw); b) GPS Flight Management System providing coordinates for
each frame; c) Use of Airborne GPS with control standards conforming
to the USGS National Map Accuracy Standards; d) 100+ AWAR camera
equipped with 6 inch (153mm) focal length lens, (or it's equivalent in
digital format cameras); e) Photogrammetric quality scanner to be used
(with conventional film); f) Data to be supplied using the NC State
Plane Coordinate system; g) Datum: NAD 83; h) 1 print of the area
mosaic to be provided; i) 2 foot ground sample distance (resolution);
j) Final mosaic to be divided into tiles for ease of use; k) Flights
will be made on days with no cloud cover or cloud shadows, free of
smoke and no excessive haze; l) Flight must be made during the period
of October 17 -- November 20 with minimum sun angle of 30 degrees; m)
Delivery date for the product must be within 60-90 days after the
photograph period; n) Final product must meet the National Digital
Ortho Program (NDOP) specifications. The offer must be expressed in
cost per square mile of coverage for the Refuge. Offerors should call
to receive the map as referenced in the solicitation. Offerors shall
provide the following with their offers: a) A list of personnel who
will be performing this contract and their experience in similar type
work; b) A list of equipment to be used in the performance of this
contract; c) A list of similar projects that were completed during the
past year with references; d) An estimate of current work load and
offeror's capability to perform the above work during the specified
time frame. After award, the aerial photography must be made between
October 17- November 20, 1999 with the final product delivered 90 days
later or February 18, 2000. The following provisions and clauses apply
