SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with
the format in Subpart 12.6 and FAR 13, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
statement will not be issued. (ii) This solicitation number
N68335-99-Q-2601 is issued as a competitive request for quotation
(RFQ). (iii) The solicitation and incorporated provisions and clauses
are in effect through Federal Acquisition Circular 97-13. (iv) This
solicitation is subject to full and open competition. (v) Contract Line
Item Numbers (CLINS) are as follows: CLIN 0001 3000 watt Nd:YAG LASER.
Quantity 1 (one). Unit of issue each. The contractor shall provide two
copies each of operator manuals, maintenance manuals, and installations
procedures. (vi) 1. Specifications. 1.1 Scope. This specification
covers the procurement of a 3000 watt Nd:YAG laser, pointing diode
laser and associated equipment. The Government will accept a
demonstration laser that meets the specifications contained herein. The
term "demonstration laser" is clarified to mean that the amount of time
the laser and its associated equipment has been used or operated shall
not exceed more than one thousand (1,000) hours. 2. Requirements. 2.1
Design. The equipment shall be capable of performing its intended
function in accordance with the operation and performance requirements
specified herein. The equipment shall be complete, so that when
connected to the utilities identified herein, it can be used for any
function for which it is designed and constructed. 2.1.1 Safety and
Health Requirements. Covers, guards, or other safety devices shall not
interfere with operation of the equipment. The devices shall prevent
unintentional contact with the guarded part and shall be removable to
facilitate inspection, maintenance and repair of the parts. Laser
parts, components, mechanisms, and assemblies furnished on the unit
shall comply with all specificrequirements of "OSHA Safety and Health
Standards (29 CFR 1910), General Industry" that are applicable to the
equipment itself. Additional safety and health requirements shall be as
specified herein. The design and manufacture shall be in accordance
with all applicable ANSI safety standards. A work area enclosure will
be supplied by the receiving activity. 2.1.2 Use of Polychlorinated
Biphenyl (PCB). The use of polychlorinated biphenyl (PCB) on or in the
equipment is prohibited. 2.1.3 Use of Mercury. The equipment shall not
contain mercury or mercury compounds, nor shall it be exposed to free
mercury during manufacture. 2.1.4 Use of Asbestos. The use of asbestos
and materials containing asbestos on or in the furnished equipment is
prohibited. 2.1.5 Environmental Protection. The equipment shall not
emit materials hazardous to the ecological system, as prescribed by
federal, state and local statutes in effect at point of installation,
under the operating, service, transportation and storage conditions
described herein. 2.2 Technical Data. The contractor shall provide the
following technical data: two copies each of operator manuals, two
copies each of maintenance manuals, and two copies each of installation
procedures. 2.3 Utilities. The equipment shall be designed and
constructed to be complete for operation of the following available
utilities: electric, single service 480 volts ( 10%), 3 phase, 60
hertz. 2.4 Components. The equipment shall consist of, but is not
limited to the following described principal components, attachments
and accessories necessary to meet the operational and performance
requirements specified herein: one (1) 3000 watt Nd:YAG laser, one (1)
633nm wavelength pointing diode laser. 2.4.1 Laser. The laser shall be
a continuous wave type fitted with a single fiber exit. The laser shall
meet the following specifications: 480v/3ph/60Hz voltage; 88 KVA power
supply rating; 80 KVA maximum power consumption; temperature/humidity
requirements are 40 to 104 degrees F ambient, 97%RH up to 95 degrees
F, falling to 88%RH at 104 degrees F; maximum output power 3000 watt
average power, 3000 watt maximum peak power; laser wavelength 1064 nm;
number of flashlamps 8; pointing diode wavelength 633nm; pointing
diode safety classification 3B; pointing diode power 5mW. 2.4.2 Fiber
Coupling. The laser to fiber connection shall be designed to accept an
R3 fiber connection. The connection shall be designed to accept a 600
micron diameter fiber. The total power of the laser beam shall
diminish by not more than 12 percent from the exit of the laser
resonator unit, through the fiber optic delivery system, to a point
just beyond the end effector optics. 2.4.3 Controller. The laser's
control shall have the capability to be interface with other equipment
to open and close the laser shutter and to increase and decrease laser
power. The interfacing equipment may be any of the following: safety
interlock; robot controller; remote pendant and/or chiller. 3. Quality
Assurance Provisions. The equipment shall be operated in a manner and
for a time suitable to properly demonstrate and verify the successful
operation of the equipment and all of its component parts, relative to
the design, construction and performance criteria established under
paragraph 2 herein. The required output power of the laser system as
specified in paragraph 2.4.1 shall be verified using appropriate beam
power measurement equipment. (vii) All items shall be preserved,
packaged, packed, and marked in accordance with best commercial
practices. However, yellow packaging, packing, preservation and
marking, in any form or manner, regardless of the method of preparation
specified, is prohibited. Delivery shall occur within 45 days after
contract award. The contractor shall notify the receiving activity of
the scheduled arrival date of the equipment and any special handling
requirements. Notification shall be made not less than 72 hours prior
to the delivery date. This notification is necessary to ensure
off-loading services are arranged. If proper notification is notgiven,
the Government will not be responsible for any delays caused by the
inability to off-load the supplies upon delivery. The contractor will
be responsible for the shipping of the laser from origin to the
receiving activity's plant. To prevent damage to the equipment, the
contractor shall ensure the laser is shipped by air ride van. FOB point
shall be Destination. Ship to: Norfolk Naval Shipyard Detachment, Naval
Foundry & Propeller Center, Bldg. #592 Code 991.3, Philadelphia Naval
Business Center, Philadelphia, PA 19112-5087; M/F Mr. Joseph Perese,
telephone (215) 897-1864. Note: Delivery can only be made during the
hours of 7:30 a.m. to 3:00 p.m., Monday through Friday. 72 hours notice
of delivery must be made by calling Mr. Joseph Perese. Inspection and
Acceptance at Destination. Final acceptance of the supplies furnished
shall be made at destination by the receiving activity within 30 days
after installation. Acceptance shall be based upon satisfactory
completion of the examination and tests at destination. Examination at
destination shall consist of inspection for damage in shipment,
verification of quantities and any visual inspection deemed necessary
by the receiving activity. The receiving activity will verify that
supplies received conform to the requirements of the specification.
Upon completion of installation at the receiving activity, the
equipment shall be placed in service, in the actual application, for a
period of two weeks. This test shall be used to demonstrate reliable
operation and performance. (viii) FAR 52.212-1 Instructions to
Offerors, Commercial, is incorporated by reference. Addendum to FAR
52.212-1: Offerors shall submit, in duplicate, technical proposals
written in the English language. Offerors shall include meter readings
in their proposals. The proposal shall enable government personnel to
make a thorough evaluation and determination as to whether or not the
proposed equipment fully meets the requirements of the solicitation.
The proposal shall be so specific, detailed andcomplete as to
demonstrate that the offeror has a thorough knowledge and understanding
of the requirements. Statements that paraphrase the specifications or
attest that "standard procedures will be employed" etc., will be
considered inadequate. The proposal must be sufficiently adequate to
demonstrate full compliance with the technical requirements of the
specification. Failure to comply with these instructions may result in
rejection of an offer. Technical acceptability will be based on
comparison between the offeror's proposal and the specifications and
requirements contained herein. Facsimile proposals will be accepted at

incorporated by reference. (ix) FAR 52.212-2, Evaluation -- Commercial
Items is incorporated by reference. Addendum 52.212-2 Paragraph (a) is
hereby tailored (deleted and replaced) as follows: The Government will
award a contract resulting from this solicitation to the technically
acceptable proposal with the lowest evaluated price. Award will be made
on the basis of the lowest evaluated price of proposals meeting or
exceeding the acceptability standards for non-cost factors stated in
the specifications and requirements contained herein. However, no
"extra credit" will be given to proposals exceeding the standards. Past
performance will not be included as an evaluation factor for this
acquisition. All factors will be evaluated on a pass/fail, or go/no-go
basis. This means that the factor must meet the minimum requirement or
standard specified and contained herein, or the proposal will not be
acceptable. A fail or no-go rating can remove an offeror from further
consideration. Paragraph (b) does not apply to this acquisition, as
options are not included in the solicitation. (x) Offerors shall
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications, Commercial Item and DFARS
242.212-7000 Offeror Representations and Certifications, Commercial
Item (Nov 1995) with its offer. (xi) FAR 52.212-4, Contract Terms and

requirements. Warranty: The Offeror's commerical warranty shall apply
and should be stated in the Operation and Maintenance Manual. The
information should be a brief statement that a warranty exists, the
substance of the warranty, the duration, and claim procedures. At
minimum, supplies furnished herein shall be covered by warranty from
defects in design, materials and workmanship for a period of 90 days
after delivery or final acceptance, whichever is the latter. (xiv)
