Standards and Technology (NIST) intends to negotiate on a sole source
basis with Mr. Nile M. Oldham, Ijamsville, Maryland, for research
services under the authority of 41 U.S.C. 153(c)(1), Only one
responsible source and no other type of services will satisfy agency
requirements. The contractor shall provide the following services: 1)
Complete the CCEM-sponsored International Comparison of 50/60 Hz
Electric Power, 2) Complete the SIM-sponsored International Comparison
of Electrical Units, 3) Provide hardware designs and testing
techniques to extend NIST voltage measurement capability out to 30 MHz,
4) Extend the present NIST DMM telemetrology capabilities, and 5)
Assist in the design and construction of the new NIST Power Bridge
which will serve as the national standard for 50 Hz -- 400 Hz electric
power and energy. This work will be conducted primarily on-site at the
NIST Gaithersburg Laboratories, although some design and software
development may be done off-site, and some travel may be required. The
period of performance shall be one year from date of award. This is a
sole source requirement because of Mr. Oldham's expertise and
experience in this area. He has been involved in previous efforts
including the design of the new replacement bridge and the development
of SIMnet. He has also been involved in two previous international
comparisons. He is the only one qualified to complete this work in a
timely and efficient manner. Interested persons may identify their
interest and capability to respond to this requirement or submit a
quotation. This notice of intent is not a request for competitive
quotations. However, all responses received within 15 days of this
notice shall be considered by the Government. A determination by the
Government not to compete this proposed requirement based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
procurement. A Request for Quotation package is not available. A
quotation shall be solicitated from Mr. Oldham and an award shall be
made under simplified procedures approximately October 25, 1999. See
