(i) This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in FAR Subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; price quotations are
being requested and a written solicitation will not be issued. (ii) For
the purpose of this acquisition the solicitation number is
MDA946-99-T-0575, this is a request for quotation. (iii) The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-13, dated 7/2/99.
(iv) This procurement is a 100% Small Business Set-Aside. The small
business industrial classification for this type of service is 7699
with annual receipts of $5.09 million. (v) Provide a quote for
preventive maintenance on the following contract line item numbers
(CLIN) as follows: CLIN 0001 Big Joe Forklift; CLIN 0002 Clark
Forklift; CLIN 0003 Club Car; CLIN 0004 Crown; CLIN 0005 Cushman; CLIN
0006 Kysor Jet Electronic Cart; CLIN 0007 Mars Electric Carts; CLIN
0008 Raymond; CLIN 0009 Taylor Dunn; CLIN 0010 Widget Electric Carts;
CLIN 0011 (1 LS) Remedial maintenance services (breakdowns) to include
pick-up and delivery of material Handling and SPV's for off-site
repairs; CLIN 0012 -- (1 LS) Parts & Materials for Remedial Maintenance
not otherwise covered by monthly maintenance services; CLIN0013 -- (1
LS) Replacement Tires and Batteries not otherwise covered by monthly
maintenance services; hourly rate to perform minors and majors repairs.
(vi) Description of Requirement: Provide preventive maintenance and
repairs for self-propelled vehicles. All services will be coordinated
with the Using Activity's point of contact. Period of performance will
be for a base period of 12 months, commencing 1 October 1999 through
30 September 30, 2000. The Contractor shall respond within 24 hours of
notification of repair services needed. The brand names and estimated
quantities of each equipment model follows: Big Joe Forklift (1),
Clark Forklift (1), Crown Models (18), Cushman Models (27), Kysor Jet
Electronic Model (1), Mars Models (5), Raymond Models (6), Taylor Dunn
Models (99) and Widget Model (1). (vii) The contractor will be
provided adequate space at the Pentagon Building to perform maintenance
and repairs, however, if it is determined that the work must be done
off site, the contractor must provide transportation and an offsite
location to perform needed repairs. (viii) FAR clause 52.212-1,
Instructions to Offerors -- Commercial applies to this acquisition.
Addendum 52.214-31 FACSIMILE BIDS (DEC 1989) is also applicable. (ix)
FAR clause 52.212-2, Evaluation -- Commercial Items is not included.
The Government intends to evaluate quotes and award a contract without
discussions. However, the Government reserves the right to conduct
discussions if later determined by the Contracting Officer is
necessary. The Government may reject any or all quotes if such action
is in the public interest; accept other than the lowest quote; and
waive informalities and minor irregularities in offer received. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the government. Award will be made to the
responsive, responsible offeror who submits the lowest total aggregate
quote. (x) Offers are required to provide a completed copy of the
provision at 52.212-3, Offerors Representations and
Certifications-Commercial Items with their offer. (xi) FAR clause
52.212-4, Contract terms and Conditions-Commercial Items applies to
this acquisition. Addendum 52.243-1 ALTERNATE I (APR 1984) is also
applicable. (xii) FAR clause 52.212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders -- Commercial Items
applies to this Acquisition. Applicable Clauses: FAR 52.222-21,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-19, and 52.222-41,
52.222.42, 52.222-44, and 52.232-33. In accordance with DFAR Subpart
252.204.7004 -- Central Contractor Registration. Contractors must be
registered with the Department of Defense Central Contractor Registry
in order be awarded a contract. Vendors may register by way of the

Priorities and Allocations system (DPAS) is not applicable to this
procurement and no rating has been assigned. (xv) Commerce Business
