solicitation is scheduled to be issued on 22 September 1999 for an
installation support service requirement. The Government is interested
in receiving comments from industry regarding this requirement which
will be evaluated for incorporation to the final solicitation. Comments
are due no later than COB 15 October 99. The contractor will be
required to provide all resources and management necessary to perform
Installation Support Services at Fort Irwin, California to include the
major functional areas of the Directorate of Public Works (DPW), the
G3, the Directorate of Community Activities (DCA), the Directorate of
Information Management (DOIM), and the Provost Marshall's Office (PMO).
The DPW function contains four (4) major categories: 1) Operations of
Utility Plants that include Liquid Propane Gas (LPG) Gas Storage and
Distribution System, Water Supply and Distribution System, Sewage
Collection System and Treatment Plant, Boiler Plants, and Central
Energy Plants; 2) Real Property Repair and Maintenance that includes
refuse collection and disposal; pest control services, hazardous
waste/hazardous material management, swimming pool filtration system
and locksmith services; 3) Roads and Grounds Maintenance; and 4) minor
construction. The G3 functions includes Range Control operations,
Airfield operations and Training Support Center (TSC). Range Control
operations include scheduling, operating and managing the range
operations to include maneuver areas and impact areas. Range operations
also include maintaining and operating the Range Facilities Management
Support System (RFMSS) and Automated Surface Danger Zones (ASDZ)
functions. The Government will furnish hardware, software, and initial
system training, for RFMSS and ASDZ. TSC functions include operating
an Electronic Imagery Center (EIC), providing electronic photo imaging,
film photo imaging, automated computer artwork, Audio/Radio/Sound,
Videography/Television, TSC property support and maintenance. TSC also
includes fabrication of Training Devices and visual Modifications
hulls along with their maintenance and repair; and providing Education
Center Services. The DCA function involves supporting the National
Training Center (NTC) Morale, Welfare, and Recreation (MWR) Program and
associated Non-appropriated Fund (NAF) Programs that include Automotive
Crafts; Music and Theater, information, Tours and Travel; Outdoor
Recreation Activities; Physical Fitness Activities; Swimming,
Competitive Sports; and Youth Services; and operation of the following
facilities: Automotive Craft Shop; Community Activity Center (CAC);
Miniature Golf/Batting Cage Complex; swimming pools (two); Recreation
Center; Competitive Sports and Physical Fitness Center; and
Recreational Vehicle (RV) site. The DOIM function is limited to
administrative support services that include: operation of a central
mailroom for redirected personal and official mail; post locator
services; directory mail services; and post telephone operator
services. The PMO function includes support for Vehicle and Weapons
Registration Services and Crossing Guard Services for the schools
located on the NTC. The basic contract will commence on 01 October 2000
with option periods which may extend the contract to an additional four
years, however a request for waiver has been submitted in order to
contract for a total of 10 years instead of 5 years. An initial 90 day
(01 July 2000- 30 September 2000) phase-in period is expected. Sources
Sought synopsis under Solicitation Number DAKF04-99-R-0104 has been
synopsized in the CBD on 16 June 1999 to determine if this procurement
needs to be set-aside for small business, and the result was negative.
A pre-proposal conference, technical briefing and tour of the
facilities is scheduled for 12 November 1999. A copy of the draft
