Supervision (OTS), Washington, D.C. is issuing a request for quotation
(RFQ) for contractor support to develop and implement a program to
enhance the professional development for all (approximately 1300) OTS
employees. The contractor will be required to assist in providing
comprehensive professional developmental options and resources for
managers, supervisors, and senior examiners; general professional
development opportunities for other positions; a common framework that
can be used to assist in other human resource programs. The contractor
will work closely with the designated OTS team, providing on-site
support when required, and will be expected to transfer the knowledge
and skills required to develop professional development models to the
team as part of the contract. The RFQ shall include the following:
Within 2 to 3 business days after contract award, the contractor will
meet with the OTS Professional Development Steering Committee to review
the timeline, roles and responsibilities, and other relevant factors.
The contractor will advise the OTS Professional Development Steering
Committee on a communication plan for the project. Following OTS
Steering Committee Guidelines, the contractor will develop professional
development models(including competencies, technical and nontechnical
knowledge and skills, education, and developmental experiences, job
responsibilities) for managers/supervisors, and senior examiners
through the use of structured interview orotcols. The contractor will
develop two resource guides, one for Managers/Supervisors, one for
senior examiners that provide a variety of educational, training,
developmental options for acquiring the identified competencies and
other success factors. The contractor will also develop a general OTS
competency menu for other positions under the following categories:
nonsenior examiners, attorneys/paralegals, other specialists, and
support staff and technicians. The contractor will also develop
professional development models for these categories. Each model must
contain 6-10 competencies and 6-10 key skills. The contractor will
develop a resource guide related to the models for these categories of
positions. In addition, the contractor will develop administrative
materials and program guidance including development planning forms,
development discussion guidelines, written overview of the process,
written roles and responsibilities for employees, managers, and program
staff for the professional development program. Such material will be
suitable for use in communication vehicles including program booklets,
agency guidance, etc. The contractor will develop up to a half day
professional development workshop to include general professional
development information; OTS program-specific information to include a
review of program guidance, forms, etc.; and effective communications
techniques for enhancing the professional development discussions
between employees and their managers. The contractor will be required
to train the OTS internal staff in the techniques utilized in
developing competencies, and other success factors, resource guides.
The contractor will assist the OTS Professional Development Steering
Committee during the implementation of a pilot Professional Development
Program based on the above to begin in January 2000. The contractor
must complete all work within 15 weeks after contract award. The
Government intends to acquire a commercial item using FAR Part 12 and
Simplified Acquisition Procedures FAR Part 13.5. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit a response to this solicitation. The Government intends to
award a firm fixed price contract to the responsible offeror
conforming to the items listed herein and considered to be the most
advantageous to the Government. Award will be on an all-or-none basis
with respect to the requested services. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written RFQ
will not be issued. The RFQ solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-12. This is a 100% small business set-aside. The following
provisions apply: 52.212-1, Instructions to Offers Commercial Items;
52.212-3, Offeror Representations and Certification Commercial Items.
The Representations and Certifications which must be completed and
submitted with the quotation are located at

to the responsible offeror whose quotation conforming to this combined
synopsis/solicitation will be most advantageous to the Government
price and other factors considered. The following factors shall be used
to evaluate quotes: technical capability to meet the Governments
requirement; past performance on recent and relevant contracts for the
same or similar services as the evaluation criteria; and price. The
