Final Notice: THIS SOLICITATION IS BEING ADVERTISED ON AN
"UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The
procurement consists of one solicitation with the intent to award three
or more Indefinite Delivery Indefinite Quantity (IDIQ) Muliple Award
Construction Contracts for New Construction and Design-Build for New
Construction, Renovation, Alterations & Repair and Associated
Architecture/Engineering Services including Special Programs such as
Non-Appropriated funded (NAF) facilities project work at various
locations in Arizona, Nevada, California and New Mexico. Award will be
made to the responsible offerors whose proposals, conforming to the
RFP, will be most advantageous to the Government resulting in the Best
Value, cost or price and other factors considered. AWARD MAY BE MADE
TO A FIRM OTHER THAN THAT SUBMITTING THE LOWEST PRICE. The contracts
will be for a base period of one year with four one-year option
periods. The Government reserves the right to award fewer than or more
than three contracts under this solicitation or to award only one
contract covering the minimum guarantee if funds are not available for
additional awards within the base period. THE GOVERNMENT INTENDS TO
AWARD WITHOUT DISCUSSIONS, THEREFORE, OFFERORS INITIAL PROPOSALS SHOULD
CONTIAN THE OFFEROR'S BEST TERMS FROM A COST OR PRICE AND TECHNICAL
STANDPOINT. The total maximum value for the base period and all options
(the aggregate total of all IDIQ Contracts) as a result of this RFP,
shall not exceed $500,000,000. The minimum task order amount for this
contract is $3,000,000. However, task orders less than $3,000,000 may
be issued to satisfy the minimum guarantee of $50,000. The IDIQ work
will consist of new construction and design-build for renovation,
alteration, repair, new construction, including special programs such
as Non-appropriated funded (NAF) Projects and associated
architecture/engineering work at various locations in Arizona, Nevada,
California, and New Mexico. Types of facilities may include but are
not limited to: Tactical Vehicle Maintenance Facilities, Laboratories,
Air Traffic Control Towers, Training Centers, Armament Facilities,
Bachelor Quarters, Child Care Centers, Lodges, Hangars,
Recreation/Fitness Centers, Retail Complexes, Warehouses, Community
Centers and other similar facilities. In support of the design-build
strategies, the contract shall employ the services of an
architect/engineering professional, experienced in the coordination of
multi-discipline architectural/engineering design efforts and
conduction business from an established professional business office.
(NOTE: Proposers may propose multiple AE firms for different
Design-Build Projects.) All discipline coordination shall be
accomplished by the Contractor's architect/engineering team. The
Government shall not coordinate the work for the contractor. Projects
assigned to the IDIQ contracts shall use the Multiple Award
Construction Concept (MACC) approach to scope and price the work. After
award of the initial contracts, each awardee shall be provided a fair
opportunity to be considered for each task order, except under those
circumstances described in FAR 16.505 (b)(2). Award factors will vary
depending on the unique requirements for each Task Order and may be
competed on the basis of price, best value or technically acceptable,
low-price selection procedures. The subsequent task orders may be
performance oriented task requiring minimal design, may occasionally be
complex construction requiring design development for design-build
construction, or a combination thereof. They will be scoped by the
Government/Contractor team and may not have traditional plans and
specifications but may include sketches, and requests for catalog cuts,
and other submittals. The salient requirements of the Task Order will
be scoped by the government/Contractor team in order to develop a
mutually agreed upon Statement of Work. The awarded Task Order will be
performance scoped, firm fixed price task with a specific completion
date. Should any of the IDIQ Contractors be unable to competitively
secure a Task Order to meet the minimum guarantee, award factors may be
modified in order to ensure each participating contractor is awarded a
Task Order. All Contractors will be required to participate in all
walk-through exploratory scoping investigations and to subsequently
submit their proposals. Failure to participate responsibly in walk
throughs and to submit proposals on all Task Orders may result in the
Government not exercising the option periods called out in the
contract. Evaluation of award will be based on the following criteria:
Factor 1: Past Performance with Subfactor 1.1 Contractor's Past
Performance within the past three years, and Subfactor 1.2 Contractors
Past Performance -- Safety and Health within the past five years.
Factor 2: Small Business Subcontracting Effort with Subfactor 2.1:
Subcontracting Past Performance; Subfactor 2.2: Subcontracting
Commitment to Small Business Programs Under this contract, and
Subfactor 2.3: Corporate Support; Factor 3: Management Approach with
Subfactor 3.1: Experience/Qualifications and Subfactor 3.1.1:
Experience and Qualifications of Key Personnel; Subfactor 3.2: Capacity
to Accomplish the Work, with Subfactors 3.2.1: Bonding/Financial
Questionnaire, 3.2.2: Organizational Chart/Management Plan (On Site/Off
Site); Factor 4: Technical Approach with Subfactor 4.1: Waste
Management/Construction Waste Management with Subfactor 4.1.1:
Experience with Implementing Recycle, Reuse, and Waste Reduction Method
for Prime and Subcontractors, Subfactor 4.1.2: Use of New Materials
made from recycled materials and Subfactor 4.1.3: Use of Recycled
Materials from demolition process. Factor 5: Cost/Pricing with
Subfactor 5.1: G&A and Subfactor 5.2: Profit. NOTE: Key personnel
identified shall be committed to work on this contract and may not be
substituted as long as they are employed with the prospective firm
unless a substitution is approved by the contracting officer. The
Standard Industrial Code is 1542 and the annual size standard is$17
million. It is recommended the subcontracting goals reflect a minimum
goal of 45% Small Business, 25% Small Disadvantaged Business, 8%
Women-owned Business and 1% Hub Zone Subcontracting Effort and 1%
Utilization of Locally Owned Small Business when performing work in the
Desert Areas. The time and location of the Pre-proposal Conference is
scheduled for October 6, 1999 at 9:00 a.m. sharp, 1220 Pacific Highway.
