for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-12. The Naval Undersea
Warfare Center Division Newport, (NUWCDIVNPT) Rhode Island intends to
purchase one (1) Land-Based Test Facility (LBTF) SEA KEEPING WINCH to
be utilized as a take-up which for the OA-9070/B Handling System. The
function of the LBTF Sea Keeping Winch is to stow 3,000 ft. of 1.5
inch diameter array on a single layer during testing with no damage to
the array and no hazard to handling personnel. A Level wing shall be
required to lay the array in adjacent wraps without overlapping. The
LBTF Sea Keeping Winch shall be designed for installation on a concrete
floor. The winch foundation shall have the necessary mounting holes
predrilled so that the winch foundation can be used as a drill
template. Interface Requirements: The Winch drive system shall utilize
the PC-based Kollmorgen BSD5 control system and the Brushless Servo
Motor. Peak torque for the motor is approximately 238 in-lb. Outline
type drawings shall be provided with the system depicting size and
major system components. Vendor type information of system components
shall also be provided with a master parts list in notebook form. The
winch shall be coated with a quality commercial-grade primer and top
coated with two coats of a quality commercial-grade epoxy paint.
Top-Coat color is to be U.S. Navy Gray or equivalent. Test shall be
conducted by the manufacturer and witnessed by the government to
certify that the design satisfies all development specification
requirements. The manufacturer shall be responsible for shipping the
Winch to the Naval Undersea Warfare Center Div. Newport, 1176 Howell
St., Newport, RI 02841 ATTN: Joe Liguore, Bldg.1176. Delivery shall be
F.O.B. destination by 12/1/99 or sooner. The solicitation will close
