COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 21,1999 PSA#2436Anniston Army Depot, Directorate of Contracting, 7 Frankford Avenue,
Anniston, AL 36201-4199 30 -- TEST STAND FOR X1100-3B CROSS-DRIVE TRANSMISSION SOL
CBD&&&-9909-0002 DUE 100499 POC Fran Malinowski 256-235-4256 Yvonne S.
Land 256-235-7559 Anniston Army Depot is seeking a Rough Order of
Magnitude (ROM) price from companies that can provide a test stand
capable of functional testing of the X1100-3B cross-drive transmission
in accordance with Depot Maintenance Work Requirement
(DMWR)9-2520-276. The test stand will be located at Anniston Army
Depot, Anniston Alabama, and will be designed, fabricated, and
installed by the supplier with all functions, capabilities and
equipment as described herein. The contractor shall provide the
resources necessary to design, manufacture, install, calibrate and
demonstrate the functional operation of one (1) transmission test
stand. The test stand shall be designed to provide comprehensive
vehicular simulation for precise and smooth speed control, rapid
acceleration upshifts, gradual acceleration upshifts, continuous full
speed operation, full throttle load induced downshifts, closed throttle
downshifts, full speed reverse operations, and stall tests on both new
and rebuilt X1100-3B transmissions. The X1100-3B hydrokinetic
transmission is fully automatic and consists of a torque converter with
an automatic lock-up clutch in combination with a four speed planetary
range package for propulsion. Hydrostatically controlled variable
ratio differential steering is superimposed on the outputs through
combining planetaries. Oil cooled brakes of multiple plate
construction, integral to the transmission, provide vehicle braking.
The three-element high capacity torque converter extracts and
multiplies the characteristic high rise torque of the AGT-1500 turbine
engine and transmits it to the range package. This combination of high
converter capacity and high engine torque provides the desired
acceleration, steering, and efficient operating characteristics. Under
most conditions, a lock-up clutch is automatically engaged to bypass
the converter and provide direct mechanical transmission of power. The
ability to operate more efficiently in lock-up under a greater
percentage of conditions is a direct benefit of the high torque
provided by the turbine engine. The range package, consisting of five
multiple-disc clutch packs and three planetary gear sets, provides four
forward and two reverse ranges (drive ratios) in a compact arrangement.
The transmission control system is designed to provide protection from
overspeed caused by multiple downshifts, through provision of a
back-up signal from the lock-up governor, in event of shift governor
failure. In addition, inhibited upshift points in both forward and
reverse are set at a speed higher than the normal upshift but lower
than the engine governed speed to ensure that a forced upshift occur
should the normal upshift not occur. Downshifts and forward/reverse
shifts are also inhibited to preclude selection of an incorrect gear
range. Transmission range control is achieved by receiving electrical
signals to provide the following modes of operation: Low/Automatic
First, Second, Third, and Fourth; Drive/Automatic Second, Third, and
Fourth; Neutral/Pivot Steer; Reverse/Automatic First and Second.
X1100-3B Transmission Characteristics are as follows: Dimensions-length
is 40.8 inches, width is 62.0 inches, and height is 36.1 inches; Dry
Weight is 4340 pounds; Maximum Gross Input Power is 1500 HP @ 3000
RPM;Maximum Net Input Power is 1400 HP @ 3000 RPM; Maximum Net Input
Torque is 3250 ft-lbs. Drive Ratios: First is 5.877:1; Second is
3.021:1; Third is 1.891:1; Fourth is 1.278:1; Reverse-1 is 8.305:1; and
Reverse-2 is 2.354:1. Operating Input Speed Range is 850 RPM to 3200
RPM. Steer Ratios: First is 2.34:1; Second is 1.52:1; Third is 1.30:1;
Fourth is 1.19:1; Reverse-1 is 3.51:1; and Reverse-2 is 1.38:1.
Braking (Brake apply shafts): 1 Hydraulic and 2 Mechanical. Oil

Provisions shall be made for an input drive with the capability to
transmit the following: 1) Input torque of 0-3000 lb-ft; 2) Input speed
of 800-3000 rpm; and 3) Maximum inertia of input drive shall be 5.4
lb-ft-sec2. Provisions shall be made for connecting the output shaft to
a loading device capable of absorbing full load. Also provisions shall
be made for connecting steering control, mechanical brake control,
hydraulic brake control, pressure and temperature outlets, oil lines,
and installation of right and left brake cavity observation covers. An
oil line shall be connected from the fan drive lube port to the left
hand fan drive drain port. This oil line shall include a shut-off valve
near the lube port. In addition, provisions shall be made for range
selection, simulated engine compressor discharge pressure (CDP),
