Request for Quotation (RFQ) for the purchase of a Wavemeter that meets
the following minimum requirements: Absolute accuracy +/- 0.1
picometer at 1000nm, wavelength range 400 to 1100 nm, fiber and
free-space inputs measurement rate > 0.5 hz. A GPIB interface for
the wavemeter will also be purchased. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC
intends to purchase the items from Burleigh Instruments, Fishers, NY.
A wavemeter that meets the minimum requirements stated above is needed
as part of the pre-launch calibration system for the GLAS instrument.
The absolute accuracy is needed to meet the requirements for accuracy
in calibration of the GLAS instrument. The measurement rate and the
GPIB interface are needed to achieve continuous, automatic monitoring
of the wavelength of a test laser. A market search revealed that while
many companies (such as Ando, ILX Lightwave, and Hewlett Packard) make
instruments for the measurement of laser wavelength, only the Burleigh
Wavelength meets the requirements listed above. The Government intends
to acquire a commercial item using FAR Part 12. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities with
respect to providing items listed above that meet the Government's
requirement. Such qualifications/capabilities will be used solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. Responses received after the 15 days or without
the required information will be considered nonresponsive to the
synopsis and will not be considered. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications ARE NOT acceptable in
response to this notice. All responsible sources may submit an offer
which shallbe considered by the agency. An Ombudsman has been
