This solicitation is being issued as a total set-aside for small business firms in accordance with the procedures outlined in FAR Part 12. The Government intends to award a 12 month Indefinite Delivery/Indefinite Quantity Type contract for the manufacture of Mobile Soft Shelter Systems (Geodesic dome type). The solicitation will include two term options. The system offered must be modular and come in various sizes to enable the end user the ability to easily and quickly erect various shelter configurations. The system should be frame supported and constructed from light weight, water mildew and flame resistant fabric. The shelter should be fully supported by a mobile trailer assembly which is capable of storage as well as equipped with electricity and the ability to maintain a controlled environment in all climates except arctic. Deliveries will be FOB Origin and required within 60-90 days from the date of receipt of order. The Government reserves the right to make multiple awards. The Government will award a guaranteed minimum dollar value of $25,000 and a maximum dollar value of $15 million. The award will be made using Best Value Source Selection criteria. All offerors will be required to submit a technical proposal with the following evaluation factors: On-site visit of facility with a Product Demonstration; Past Performance; Limited Manufacturing Plan; In-House Quality Assurance; Socioeconomic Consideration; DLA Mentoring Business Agreement; Javits-Wagner-O'Day Act Entity Proposal.
