synopsis/request for quote (RFQ) for commercial services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; request for quotes are being
requested and a written solicitation will not be issued. The
solicitation number is PR-DC-99-03154 and is issued as a request for
quote. The RFQ document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 10. There is
no set aside associated with this acquisition. The contractor shall
complete the Resource Conservation and Recovery Act (RCRA) closure for
the G&B Lagoon Superfund Site (Site), an inactive hazardous waste
disposal facility associated with the former Gilbert & Bennett
Manufacturing Company, located to the north of the Site off North Main
Street in Georgetown, Connecticut at latitude 41 15' 24" N and
longitude 73 25' 45" W. There are two Contract Line Item Numbers (CLIN)
for this acquisition. CLIN No. 0001 is for the stabilization treatment
of contaminated material and CLIN No. 0002 is for a RCRA cap
installation. These CLINs are to be accomplished in conformance with
the Closure and Post-Closure Plan, By-Product Management Area, Volumes
I and II, dated April 1992 and revised in January 1994 and January
1995 which was prepared for the Gilbert & Bennett Manufacturing
Company. The work must be completed within twelve (12) months from the
date of contract award. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. The provision at FAR
52.212-2, Evaluation-Commercial Items applies to this acquisition. The
following factors shall be used to evaluate offers: (i) Technical
capability of the item offered to meet the Government requirement; (ii)
price; and(iii) past performance. Technical capability, and past
performance, when combined, are equal to price. Submit existing product
literature with your quote that describes the commercial process and
material that will be used to stabilize the contaminated material and
fabricate the RCRA cap. Provide a list of references for projects where
you have provided similar services. Offerors are to include a completed
copy of the provision of FAR 52.212.-3, Offerors Representations and
Certifications-Commercial with its offer. The clause at FAR 52.212-4,
Contract Terms and Conditions-Commercial Items, apply to this
acquisition. The clause at FAR 52.212-5, contract Terms and Conditions
Required to Implement Statues or Executive Orders-Commercial Items,
apply to this acquisition. Submit schedules and basis for progress
payments if required for performing this contract. A visit to the site
will be conducted on Wednesday, September 22, 1999. Contact Margie
