Contract Division, in support of the U.S. Army Soldier and Biological
Chemical Command (SBCCOM), intends to issue a purchase order to Hughes
Associates Inc. (HAI) on a sole source basis for programmatic research
and systems engineering in support for the Green Base Camp Program. HAI
developed the original concept for unifying 4 discrete programmatic and
system engineering approaches and is the only known source that can
resolve the remaining program issues within the required schedule. The
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify their
interest and capability to respond to the requirement (i.e., a thorough
understanding of the Green Base Camp Program). The proposed contract
action is estimated to be below the simplified acquisition threshold
($100K). This notice of intent is not a request for competitive
proposals; however, all responses received within 7h days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
