NASA/GSFC plans to issue a Request for Offer (RFO5-10585)for modification and enhancement of the GSFC Access to Space (ATS) Group's, current interactive web site on a sole source basis to AI Solutions. AI Solutions will expand the current system database and increase the mission analysis capabilities. The specific task required are: View Satellite Payloads in a Fairing, Data Print Options, Administrative Support Tools for Instrument Information, Web Site Definitions Page, External FTP link, Data Trending, Spacecraft Bus Data, On-Line User's Guide, RSDO Bus Catalog, Instrument Pairing Tools, Selection Tools for Candidate Buses, Visualization of Instruments in a Bus, Additional Access Modes, ATS Phase I and II reports, Site Maintenance, and Project Management. The contemplated period of performance is for 6-months. The SIC code and size standard are 7371 and $18M, respectively. AI Solutions has utilized innovative cross-cutting IT technologies to create a platform independent web-enabled application that allows all standard Internet browsers to perform interactive database searches on an Interbase database. In addition, they have developed a web-enabled graphical user interface that seamlessly links into the web application and database searches. Finally, they have developed automated mission design analyses that are performed using AI Solutions' proprietary code. NASA/GSFC intends to acquire these services from AI Solutions, as authorized at 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
