Atmospheric Administration intends to solicit and negotiate on a sole
source basis with Dr. Judy Zeh, University of Washington, Seattle, WA,
for the acquisition of the services necessary to serve as Chair of the
Scientific Committee of the International Whaling Commission. In this
capacity, the contractor shall organize and chair an annual meeting of
the Committee and work between annual meetings to ensure planned work
is accomplished. The contractor shall communicate throughout the year
in a correspondence dialog with members of the Scientific Committee.
The contractor shall prepare the Committee's agenda for each meeting,
ensuring that the directions from the Committee's previous meeting and
from the IWC Commissioner's annual meeting are met. The contractor
shall serve as chair of the Committee for the 2 week annual meeting and
shall report the Committee's deliberations to the Commissioners during
their two week annual meeting. The statutory authority for less than
full and open competition is 41 USC 253(c)(1), Only One Responsible
Source. The period of performance will be 10/15/99 through 10/14/00
with options to extend the contract an additional two years. Interested
persons must identify their interest and capability to respond to the
requirement within 10 days of this notice. This notice of intent is not
a request for competitive proposals. A determination by the Government
not to compete this proposed contract based on responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Evidence must
be provided of the ability to provide the required services. Any party
interested in receiving a copy of the solicitation shall provide
written notice to the Contracting Office. The solicitation document

will be made on the basis of proposals received in response to this
notice since this synopsis cannot be considered a Request for
