supervision, tools, materials, equipment, incidental engineering,
travel and transportation necessary to reduce, deter, and prevent
predation on the San Clemente loggerhead shrike by potential predators
including, but not limited to, feral cats, rats, native fox, ravens
and raptors (red-tailed hawks, barn owls) and reduce competition for
resources between shrike and American Kestrels. This work shall be
accomplished while minimizing impacts to native predators and assessing
the effects of predator control protocols on these native species of
predators. The location is San Clemente Island, California. This is a
Request for Proposal (RFP), which provides for all services in the
specification by means of a Firm Fixed-Price Service contract. It is
the Government's intent to award a firm fixed-price Service Contract to
the responsible offeror whose proposals, conforming to the (RFP), will
be most advantages to the Government resulting in the Best Value,
price and other factors considered. Proposals will be evaluated for
award using three major technical factors: Past Performance, Pricing,
and Technical which consist of two sub-factors: Work Plan (including
quality control) and Key Personnel. The Government intends to evaluate
proposals and award a contract without discussions with offerors.
Therefore, each initial offer should contain the offeror's best terms
from a price, past performance, and technical standpoint. However, the
Government reserves the right to conduct discussions if later
determined to be necessary by the Contracting Officer. THIS
SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. In accordance with
FAR 5.102(a)(7) availability of the RFP will be limited to the
electronic medium; the RFP will be available for download free of
charge via the Internet World Wide Web at
http://www.efdsw.navfac.navy.mil/ hard copies (paper sets) or CD-ROM of
the RFP will not be provided by the Government. The official plan
holders list will be maintained on and can be printed from the website.
All prospective offerors and plan rooms are encouraged to register as
plan holders on the website. Plan holders lists will not be faxed and
will only be available from the website. Registering offerers and plan
rooms must provide a complete name, complete mailing address and area
code and phone number, offerer type (prime contractor, sub contractor,
supplier or plan room), email address and size (large business, small
business, small disadvantaged business, woman owned small business or
other). Notification of any changes (amendments) to the solicitation
will be made only on the Internet. It will be the contractor's
responsibility to check the website for any posted changes. The site
visit will be held on 26 OCT 99, Arrangements for the Site Visit may be
made by calling Dr. Jerry R Boggs during working hours at (619)
532-1850 prior to the date of visit. When making reservations for the
site visit be prepared to provide name (one person/company) company
name, and Social Security Number (flight manifest to base requires the
information). Lunch is provided at the Galley for $2.50. Offerors will
be driven from 1220 Pacific Highway, San Diego, CA to Naval Air Station
North Island to board a Navy-contract plane for the trip to San
Clemente Island. Transportation while on the island will be provided by
the Navy. Tentative issue date is on or about 29 Sep 1999 with an
opening/receipt date approximately thirty-five days later. The Standard
