National Heart, Lung, and Blood Institute intends to negotiate on a
sole source basis with Robert Slye Electronics Inc., 33415 North
Washington Blvd., Arlington, VA. 22201 for the installation of Audio
Visual equipment in the Neuroscience Conference Center, located at 6001
Executive Blvd., Rockville, MD. 20852. Through competitive procedures
a purchase order was issued to Robert Slye Electronics, Inc. to
purchase the audio / visual equipment. Inadvertently the line item for
installation was not included in the purchase of equipment. Therefore,
it is in the best interest of the government to issue this requirement
to the provider of the equipment which is Robert Slye Electronics,
Inc. An award to any other source would result in a substantial
duplication of cost tot he Government which would not be recovered
through competition. The Neuroscience Conference Center (NCC) supports
dozens of scientific lecturers daily. The scientists depend on the A/V
equipment to clearly disseminate their message. The installation of the
new equipment will not only improve the visual and audio quality of
presentations, which in turn will improve the method of communication
between presenters, colleagues and scientists at NIH, but, the
installation will be instrumental in allowing NIH scientists to
distribute scientific presentations throughout the NCC and NIH campus.
The A/V installer will integrate A/V and data transmission needs into
a network. The installation will create a compatibility among the A/V
equipment in the NCC conference rooms and throughout the NIH campus.
This will permit an operator to mix all systems and distribute a
cohesive presentation campus wide. The installation will establish a
central command station where an operator can control multiple
locations simultaneously which is conducive to consistency in the
circulation of scientific presentations. Description of Services:
Contractor will design, engineer, and install this A/V system. They
will begin by presenting CAD diagrams of component specific control and
A/V connections. They will meet with end users for an evaluation of
requirements. Contractor will design sound reinforcement and acoustic
layouts for the speaker systems in conference room zones and will
calibrate gain, feedback control and digital delay in the sound system.
They will revise lighting plans for photographic lighting requirements
and install video projectors and cameras into position on ceiling
mounts. The contractor will install equipment and cables to
interconnect equipment, they will provide detailed CAD diagrams of
final installation and will program, test, and debug the system. The
current A/V system on the NIH campus demand multiple operators and the
quality is lacking. The installation of the new equipment will create
a cohesive campus A/V system with exceptional quality and extensive
capabilities. Period of performance: The project will begin in
September of 1999, with a planned completion date of October, 1999.
This acquisition is being conducted under simplified acquisition
procedures and is exempt from the requirement of FAR Part 6. The
Standard Industrial Classification (SIC) Code 8999, Size Standard is
$5.0, is applicable to this requirement. This notice of intent is not
a request for competitive proposals. Interested parties may identify
their interest and capabilities in response to this requirement. The
determination by the Government not to compete the proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct future
competitive procurement. Responses to this announcement, referencing
synopsis number NHLBI-PS-99-514 may be submitted to the National Heart,
