ENHANCEMENTS TO EXISTING WEB BASE SYSTEM Under the authority of FAR 6.302-1, the U.S. Army Materiel Command Acquisition Center, Natick Contracting Division, Natick, MA intends to place a purchase order on a sole source basis with Center For Public Initiatives, University of Scranton, 583 St. Thomas Hall, Scranton, PA. 18510 for the enhancements to an existing web based system designed and built by the Contractor. The Contractor has unique qualifications due to the fact that they developed the system, and thus they have extensive knowledge and past experience with the system. Use of any other Contractor would require a steep learning curve and would prevent them from meeting the required completion date of this acquisition. Interested parties who contend that they are capable of providing the supplies are required to submit a proposal within 7 days from the publication of this notice. Specific factual data, product literature, and other pertinent information, which demonstrates their capability in providing these items, shall be submitted to the above address, Attention: Mr. Thomas Bouchard (AMSSB-ACN-S) and the information submitted will be used as an evaluation basis to determine competence to successfully meet the requirements. All proposals received within the 7 day notice period will be considered by the Government. The Government reserves the right not to open this requirement to competition based upon responses to this notice. Technical responses and requests received, as a result of this Notice of Intent, will be considered solely for the purpose of determining whether to conduct a competitive procurement.
