STATION UTILITY SYSTEMS AT STATION GRAYS HARBOR, WESTPORT: Furnish all
labor, materials, and equipment necessary to rehab utility
distribution and fire piping at Station Grays Harbor, Westport, WA. The
work includes, but is not limited to, the following: (A) Flammable
Storage Building: Demolish the pump, filter, and all the piping inside
the Filter Room. Install a new submersible pump inside the existing
4000 gallon diesel fuel tank. Install a new filter system inside the
Filter Room and a new fuel line from tank to the Filter Room. Install
a 1" curb at the tank storage area to act as secondary containment. (B)
Equipment Building: Replace the corroded, single wall, fuel oil line
connecting the 1000 gallon fuel oil tank to the Boiler Room and
Generator Room with a new double wall carbon steel system. (C) Float A:
Replace the post indicator valve and the broken 2" fire water line
underneath the walkway. (D) Float B: Replace the fuel dispensing
assembly; including the reel, meter,enclosure, and the fuel piping on
the float. Secure the new enclosure to the float. Replace the post
indicator valve, the 2" fire water line, and 1" potable water line
underneath the walkway. Replace and relocate the potable water hose
reel near the base of the gangway to the third float. Replace the
compressed air line hose reel. (E) Float C: Demolish and replace the
post indicator valve, the broken 2" fire water line and the 1" potable
water line underneath the walkway. Replace the corroded potable water
and compressed air hose reels near the base of the gangway. (F) Float
D: Replace and relocate the compressed air hose reel to underneath the
gangway. Reroute the compressed air line and secure it underneath the
gangway. Replace the potable water hose reel located underneath the
gangway. (G) Covered Mooring and walkway: Replace all the fire
sprinkler system beneath the dry pipe valve deck area and beneath the
walkway. Replace the 6" OS&Y valve connecting the dry pipe valve.
Drawings and specifications can be purchased on a first come, first
served basis, at the rate of $25. Requests will be accepted by mail
only, and must include payment in the applicable amount by Cashier's
Check, Money Order or Company Check made payable to the U.S. Coast

PROCEDURES WILL BE UTILIZED ON MAILINGS OF PLANS AND SPECIFICATIONS. No
refunds will be made and materials need not be returned. If project is
cancelled or no award is made, cost of plans and specifications will
be refunded only on written request. Estimated Range is $100,000.00 to
$250,000. The performance period is 120 calendar days after receipt of
Notice to Proceed. The procurement is subject to the Small Business
Competitiveness Demonstration Program and is open to large and small
business participation. The applicable SIC code is 1629. Small business
size standard is $17.0 million. This is an unrestricted acquisition
being solicited. All responsible sources are encouraged to respond. For
minority, women, and disadvantaged business enterprises: The Department
of Transportation (DOT Office of Small and Disadvantage Business
Utilization) has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The Bonding Assistance Program enables firms to
apply for bid, performance and payment bonds up to $500,000. DOT
provides an 80% guaranty on the bond amount to a surety against losses.
