combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation Number
DTMA4Q99004 is issued as a request for quotation. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-13. This is a small business
set-aside. The Standard Industrial Classification Code 3799; the size
standard applicable is a maximum of 500 employees. Description of
requirement: The vendor shall provide an anchor with chain, connecting
links, swivel link, and joining link. Vendor to provide manufacturer's
standard commercial warranty. This warranty is in addition to all
required American Bureau of Shipping certifications. Quantity required:
ITEM 0001, Quantity 10. Ten Shots (90 feet each) 2 7/16" diameter
stud-link anchor chain, new grade 3 with ABS certification. ITEM 0002,
Quantity: 10 . Type "C" (Baldt type) chain connecting links for 2
7/16" chain, new grade 3 with ABS certification. ITEM 0003, Quantity 1.
One set: Swivel link with one common link each end for 2 7/16" chain
grade 3 new with ABS certification. ITEM 0004, Quantity 1. Anchor
joining link (pear link) no. 7 for 2 7/16" chain, new grade 3 with ABS
certification. ITEM 0005: 10,000-pound new baldt stockless anchor with
ABS certification. Anchor and chain shall delivered between 90 and 125
days from receipt of order, as directed by the Government, FOB origin
to MARAD Warehouse, 1651 Viking Street, Alameda, CA 94501. The
provision at FAR 42.212-1, Instructions to Offerors -- Commercial,
applies to this acquisition. The provision at FAR 52.212-2, Evaluation
-- Commercial Items, does not apply to this acquisition. Offers will
be evaluated on the basis of price alone. A completed copy of the
provision 52.212-3, Offeror Representations and Certifications --
Commercial Items, shall be included with quotes (Fax requests for a
copy of this provision to Mr. James D, Bartha, at 415-744-2576). FAR
52-212-4, Contract Terms and Conditions -- Commercial Items, applies to
this acquisition. The clause at FAR 52.212-5, Contract Terms and
Conditions Required To Implement Statutes or Executive Orders --
Commercial Items, applies to this acquisition. In addition, FAR
52.225-3, Buy American Act -- Supplies, applies to this acquisition.

52.214-31 -- Facsimile Bids (Dec 1989) Facsimile Bids (Dec 1989) (a)
Definition. "Facsimile bid," as used in this solicitation, means a bid,
modification of a bid, or withdrawal of a bid that is transmitted to
and received by the Government via electronic equipment that
communicates and reproduces both printed and handwritten material. (b)
Bidders may submit facsimile bids as responses to this solicitation.
These responses must arrive at the place and by the time, specified in
the solicitation. (c) Facsimile bids that fail to furnish required
representations or information or that reject any of the terms,
conditions, and provisions of the solicitation may be excluded from
consideration. (d) Facsimile bids must contain the required signatures.
(e) The Government reserves the right to make award solely on the
facsimile bid. However, if requested to do so by the Contracting
Officer, the apparently successful bidder agrees to promptly submit the
complete original signed bid. (f) Facsimile receiving data and

bidder chooses to transmit a facsimile bid, the Government will not be

or condition of the receiving facsimile equipment. (3) Incompatibility
between the sending and receiving equipment. (4) Delay in transmission
or receipt of bid. (5) Failure of the bidder to properly identify the
