synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. The solicitation number is
F0470099T1143. This solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-13.
The standard industrial classification code is 3825. The size standard
is 500 employees. This acquisition is unrestricted. The acquisition is
for the following services: Contractor shall provide all labor, tools,
materials, parts, equipment, transportation, a nd facilities necessary
to perform repair of Racal Telemetry Recorders model number SH1421, in
accordance manufacturers recommendations and specifications, to
include troubleshooting, repairing, and re-testing line replaceable
units, shop replaceable units, and circuit card assemblies. The
Contractor shall return the repaired and fully functional recorder to
Edwards AFB Ca within 45 days of receiving the recorder. The period of
performance is for five years, starting 1 Oct 1999 through 30 Sep
2005, subject to availibility of funds for next fiscal year. The number
of Racal recoders is 28, however the number of repairs and the extent
of the repairs is not known. Pricing: The offeror shall propose prices
for the following Contract Line Items Numbers; 0001 price per hour for
troubleshooting/repair/re-test; 0002 Parts (prices of all parts to be
established by commercial parts price list attached to and made part of
the contract), offerors are to provide a complete commercial parts
lists with prices; 0003 Shipping (contractor will be reimbursed for
actual price of shipping based on most economical means of shipping.
Government will establish a Not-To-Exceed amount to be s tated in the
resulting contract). The following provisions and clauses apply:

text. Upon request, the Contracting Officer will make their full text

Evaluation-Commercial Items. The following factor shall be used to
evaluate offers: technica lly acceptable lowest priced offer. To be
determined technically acceptable, the offeror must demonstrate that
(1) the repair work will not violate any proprietary data rights if
any; (2) repairs will be in complaince with the manufacturer's
recommendations and specifications; and (3) offeror must have a
satisfactory record of past performance. Offerors must include a
completed copy of the provision 52.212-3, Offeror Representations and
Certifications -- Commercial Items and 52.222-48 Exemption from
Application of Service Contract Act Provisions for Contracts for
Maintenance, Calibration, and/or Repair of Certain Information
Technology, Scientific and Medical and/or Office and Business Equipment
-- Contractor Certification (Aug. 1996), with the offer. If the offeror
does not have a copy of these provisions, contact the contract
specialist to receive a copy. The following DFARs clauses apply to this
acquisition: 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes Applicable to Defense Acquisitions of Commercial
Items (including 252.225-7012 Preference for Certain Domestic
Commodities; 252.243-7002, Requests for Equitable Adjustment; and
252.204-700 4, Required Central Contractor Registration. Offers are due
