synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The is issued as a Request for Quotes
(RFQ) number 99Q091. The Solicitation document and incorporated
provision and clauses are those in effect through Federal Acquisition
Circular 97-12. This action is a 100% small business set-aside. The SIC
Code is 3827 Optical Instruments and Lenses. All responses from
responsible sources received by the below due date will be considered.
(Note: For purposes of calculating freight charges to be included in
your offered price, items will be shipped to zip code 20373-5824). The
U.S. Secret Service has a requirement to purchase: (A) Twenty (20)
MICROSCOPES STEREO ZOOM 4 POWER POD W/ A" STAND AND 10X EYE PIECES,
FISHER MODEL NO. 31-26-29-73 and (B) Twenty (20) Fiber Optic Light
Sources FISHER MODEL NO. 12-455-2. Specifications are as follows: The
high power stereo microscope will provide powerful illuminated
stereoscopic magnification free from aberrations. The Stereo Microscope
will provide continuous (zoom) magnification of at least 10X to 30X.
Further, the microscope/light source will provide reflective
illumination allowing for the examination of opaque materials, such as
printed paper. The microscope will consist of a Head, housing the
objectives and convergence optics, oculars (eyepieces), and support
stand. The combination of the objective lenses and oculars will provide
continuous magnification of approximately 10X to 30X. The system will
provide a working distance greater than 80mm. (C). The head will house
the objectives, zoom, and light path optics. The head will provide for
continuous (zoom) magnification range at least 1X to 3X. The head will
create an erect stereoscopic image by employing a system of two
separate light paths. The objective system will be free from spherical
and chromatic abberations. The eyepiece tubes will be inclined and
provide interpupillary and parfociality (diopter) adjustment. (D).
Oculars (eyepieces): The Oculars will be wide field design and 10X
magnification. The lens system will be corrected for spherical and
chromatic abberations. (E) The stand will support the head assembly at
the necessary working distance and provide for focus adjustment by
rack and pinion knob adjustment. The base of the stand will be low
profile to support the examination of printed documents. (F) The light
source will provide an intense white light source and fiber optic
light guide, directing a beam of light onto the specimen, thus allowing
for reflective illumination of opaque objects. Any adapters needed to
join the illuminator and light guide will be included. The light source
will be a halogen quartz bulb of at least 25 watts. The intensity of
the light will be adjustable. A semi-rigid adjustable gooseneck fiber
optic guide will route the light beam. A single award shall be made
from offers received; all items must be offered in order to be eligible
for award. Delivery 30 days after receipt of Contract (ARO. Delivery is
FOB Destination with all freight included in delivered price. Delivery

Locations will be coordinated at time of award. The following FAR
Provisions are applicable to this RFP -- FAR 52.212-1, Instructions to
Offerors -- Commercial; Far 52.212-3, Offeror Representations and
Certifications -Commercial Items; FAR 52.212-4, Contract Terms and
Conditions -- Commercial Items; FAR 52.212-5 Contract Terms and
Conditions Required to Implement Statues or Executive Orders --
Commercial Items. Offerors must include a signed copy of the
Representation and Certifications with their offers. Copies of the
Representation and Certifications are available on-line at
http://www.treas.gov/usss/proc then click button for "Procurement
Opportunities", then view and print clause 52.212-5, complete clause
information and return with quote. The contract specialist will not
accept telephone calls requests for copies of the FAR Provisions. The
offeror shall provide three (3) business references of customers,
preferably other Government Agencies who have purchased equipment of a
similar nature (Note:the Contractor may list the USSS as one of the
three references for Past Performance). The USSS will contact the
references to check on the offeror's past performance with regard to
timeliness and quality of delivery, and other measures of customer
satisfaction. The offeror shall provide the company name, address,
phone number, and contact point for each of the references. The
combined information shall be evaluated as Pass, Fail or Neutral. An
evaluation of Pass or Neutral must be made for past performance to be
acceptable. In event of a Fail evaluation, offerors will be given
opportunity to rebut negative comments in accordance with the
procedures out lined in FAR part 15. The Government intends to award a
firm fixed price contract to the responsible offeror with acceptable
past performance whose proposal, conforming to the specifications and
items listed herein, will be the most price advantageous to the
Government. Offers may not be submitted for quantities less than those
specified for a given equipment. The Government reserves the right to
make an award on any item for a quantity less than the quantity
offered, at the unit prices offered, unless the offeror specifies
otherwise in the offer. All offers, which shall include the price
proposals and signed copy of the Representations and Certifications,
shall be mailed to the U.S. Secret Service, Procurement Division, 950
H Street N.W., Suite 6700, Washington, DC 20001, Attn: Stephanie Gales,
for receipt no later than 1:00 P.M. September 27, 1999. Award is
