MODIFICATION CHANGES THE RESPONSE DATE FROM OCT 11, 1999 TO READ OCT
06, 1999. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written request will not be issued. Solicitation document and
incorporated provision and clauses are current through Federal
Acquisition Circular 97-12. This solicitation carries a DO rating of
C9E. The solicitation number is F29650-99QE-159, and is issued as a
request for quotation, and shall be awarded in the aggregate. Based on
responses to a Sources Sought Synopsis published in the CBD on 24 Aug
99, Det 8, AFRL/PKOE, Kirtland AFB, New Mexico, intends to award sole
source to Polytec PI, Inc, provided other sources cannot furnish the
items at more favorable terms for the purchase of a basic Scanning
Laser Vibrometer System to include the following specifications: <=
1 mW visible laser output (class 2), 20 KHz bandwidth, calibrated
(certified) velocity resolution of .1 micrometer/second/root Hz, upper
velocity limit of 1.25 m/s (zero at peak) across entier bandwidth,
real time dropout correction, digital camera zoom, 2 channel 1600 line
FFT, zoom FFT, motorized tripod, +/-20 degree scan angle both
horizontal and vertical, real time video, and 100 uninterrupted points
per second scanning capability. Standard commercial packaging and
markings are to be included. FOB is origin and delivery is eight (8)
weeks after receipt of order. Delivery/Acceptance is Phillips Lab/SUMS,
4600 Randolph, Bldg 1010, Kirtland AFB, NM 87117-6008. Alternate
proposals will be accepted IAW 52.212-1(e). Firms responding, other
than Polytec PI, Inc, must submit technical documentation (i.e.
technical literature, brochures, etc.) for the scanning laser
vibrometer being offered. The technical documentation should provide
sufficient technical data in order for the project office to determine
whether the scanning laser vibrometer system will meet the required
technical/functional specifications. Offerors must be able to transfer
the manufacturers warranty to the Government and provide proof that
the warranty is transferrable. Offerors are to include Cage Code
information and completed Representations and Certifications IAW FAR
clause 52.212-3. Offers with supporting technical data/documentation
are to be submitted to Det 8 AFRL/PKOE, ATTN: Susan McDaniel, 2000
Wyoming Blvd, SE, Bldg. 20604, Room B14, Kirtland AFB, NM 87117-5606 no
later than 10 days after posting. FAR clauses 52.212-4 and 52.212-5
will be incorporated by reference with the following exclusions: FAR
52.212-1(d) and FAR 52.212-1(i). The above mentioned clauses can be

register in the Central Contractor Registration which can also be found
at the above web site. An ombudsman has been appointed to hear
concernsfrom offerors or potential offerors, primarily during the offer
development phase of this acquisition. The purpose of the Ombudsman is
not to diminsih the authority of the Program Director or the
Contracting Officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel in the pre-offer phase of competitive, acquisitions. Before
contacting the Ombudsman, potential offerors should first communicate
with the Contracting Officer. In those instances where offerors cannot
obtain resolution from the Contracting Officer, they are invited to
contact the Ombudsman at the Air Force Research Laboratory (AFRL),
