Purchase 1 each Moving Armor Target (MAT) for Fort Hood, Texas. The
MAT is designed for a 25 year operational life. It runs on a standard
AMTC track and can lift a 300-lb flank target in less than 10 seconds.
The MAT has a maximum speed of 30KPH and the speed can be changed
while moving. Evasive maneuvers can be simulated with a single command.
A 30 HP; engine that can use either diesel or JP8 fuel powers the MAT.
The fuel tank has an 11 gal capacity, which minimizes the need for
refueling. The MAT has front wheel drive and has disc brakes on the
rear wheels. The MAT has a low profile and the maximum height of the
vehicle is 4". The MAT is designed for ease of maintenance and has
built in diagnostics to aid in troubleshooting. There are gauges to
visually display RPM, oil pressure, and temperature, and these
parameters are also monitored by the vehicle electronics. The MAT can
also be changed to operate at speeds higher than 30KPH. The lifter
utilizes a heavy duty, commercially available, 12000 pounds winch and
chain drive. The target can be raised or lowered while the MAT is
stationary or moving. The target goes down automatically when the MAT
reaches the destination limit. The SIC code is 3728 and the small
business size standard is 1000 employees. This acquisition will be
conducted as a simplified acquisition for a commercial item. In
accordance with FAR 13.106-1(b), this acquisition will be solicited
from a single source, Lockheed Martin. Interested persons may identify
their interest and capability to respond to the requirement or submit
quotes. This notice of intent is not a request for competitive quotes.
However, all quotes received within eight days after date of
publication of this synopsis will be considered by the Government. The
tentative issue date is 23 September 1999 with a tentative closing
