The General Services Administration, Federal Technology Service, Region 8, Denver and its client, United States Navy, CINCPACFLT intend to procure on a Sole Source basis from Data Security, 729 "Q" Street, Lincoln, NE 68508, telephone: 800-225-7554 the following proprietary integration solution: Products -- 3-each, HD-2000 Deguasser; 1-each HD-3000 Deguasser; 4-each Universal Hard Drive. All these items have been specifically modified for U.S. Navy applications. Description/Purpose: Data Security, Inc. has previously supplied the deguassers and hard drives currently used for various U.S. Navy projects/operations. Data Security has designed the deguassers and is the sole provider of the specific deguassers listed and required by the U.S. Navy. The deguassers are factory modified and are DoD appr4oved and purge hard drives up to full height. The HD-2000 meets DoD 5200.28m-requirements for purging magnetic tape media up to 750 Oersteds (nominal). The DHD-2000 and HD-3000 satisfy all applicable regulations and guidelines, including: Air Force Regulation AFSSI-5020, Army Regulation 380-19, OPNAVINST 5510.1H, NISPOM, DOE order 5637.1, and DIA-DIAM-50-28. Impact: The government has fully research other options and has found that Data Security is the only provider meeting its steep requirements for the deguassers. Not using this source can bew detrimental to the completion of the mission and hinder the development of all systems work of the U.S. Navy effort. Data Security is the sole source for the specific deguassers. Data Security has designed the deguassers exclusively for the DoD. Data Security will support the initial implementation of the generators. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Data Security is the sole provider of the specific deguassers -- there are no manufacturer re-sellers. Data Security is a premier company that provides, manufacturers, designs, implements, develops, and modifies the deguassers for the DoD and the Federal government as well as for commercial/private companies. The U.S. Navy has purchased these units and others from Data Security in the past. The company has an outstanding past performance record and the working relationship with the U.S. Navy that works to ensure satisfaction. Data Security is familiar with the structure, inputs and outputs, and contents associated with the systems support work due to their past performance. Concerns having the ability to furnish the above supplies/services are requested to give written notification (including telephone number for a point of contact) to the acquiring office listed within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. All information is to be furnished at no cost or obligation to the government.A SOLICITATION WILL NOT BE ISSUED as a result of this CBD.
