This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number 99E341385, is for the purchase and delivery of TeamMate 98, an Electronic Audit Management System. The Department of Health and Human Services (HHS), Program Support Center knows of only one source, Pricewaterhouse Coopers LLP, 400 Campus Drive, Florham Park, New Jersey 07932. The solicitation document and incorporated provisions and clauses herein are those in effect through Federal Acquisition Circular 97-12. The Contractor shall provide 75 user copies of Team Mate 98. Team Mate 98 is the only automated working paper software to provide; (a) techniques to incorporate an automated reference process whereby users select, highlight, point or click to a desired reference point; (b) techniques to create a "circular" reference "path" in any file directory or network; (c) techniques to prohibit any unauthorized user from changing, editing, or otherwise altering product, working paper, review comments, etc.; (d) features that will allow users to identify one file, more than one file, or all files as "Complete"; (e) techniques that shall allow for encryption of signature obtained on all paper documents; (f) built-in watermark scanning software where the optical character recognition feature had been removed to retain the integrity of the original document. This software is designed for use in all types of audits, is Microsoft Office compatible, and is available for immediate delivery.
